Organizational Setting

The Myanmar Department of Fisheries of the Ministry of Agriculture, Livestock and Irrigation (MoALI) and the Food and Agriculture Organization of the United Nations (FAO) are implementing the project “FishAdapt \: Strengthening the adaptive capacity and resilience of fisheries and aquaculture-dependent livelihoods in Myanmar “ with funding from the least Developed Countries Fund (LDCF) of the Global Environment Facility(GEF).

The project aims to assist government to enable inland and costal fishery and aquaculture stakeholders to adapt to climate change by understanding and reducing vulnerabilities, piloting new practices and technologies, and sharing information. Key areas of focus for the project will include the strengthening of national, regional and local regulatory frameworks and adaptive capacities, the ecosystem approach to fisheries and aquaculture, fisheries adaptive co-management measures, integrated mangrove-fisheries and aquaculture systems, climate–resilient practices and techniques along the fisheries and aquaculture supply chains, and critical issues related to land and resource tenure affecting adaptive capacities.

The incumbent will work under the overall managerial and administrative leadership of the FAO Representative (FAOR) in Myanmar/Budget holder and the technical guidance of the Lead Technical Officer (LTO) for Asia and the Pacific (RAP) and the project Chief Technical Adviser (CTA), in collaboration with the FishAdapt National Project Coordinator and in coordination with the National Project Director (NPD).

Reporting Lines

Under the overall guidance and supervision of the FAO Representative and in regular consultation and coordination with the Regional Communication Officer, FAORAP, the incumbent shall ensure coherence with FAO’s corporate communication policy and operational guidelines for all communication and information outputs.

Tasks and responsibilities\:
  • Implement the FishAdapt communication and reporting strategy as defined by the project
  • Lead the development of ICTs and social media tools and their application for project communication (Project Newsletter, Project Website and “peer to peer” mobile app)
  • To identify and implement a net of “influencers” at community level for facilitating the peer to peer sharing of knowledge
  • To produce, supported by the relevant project team, all the relevant project reports (including six monthly reports, PIR, etc) for review of NPC, CTA and clearance of LTO
  • Manage information gathered/produced by the project internally and ensure that such information can be readily and systematically accessed by project team members
  • To support FishAdapt technical teams on out documentation and note taking of project activities and prepare documentation reports/proceedings
  • Perform, as needed, mechanical language editing of both Myanmar and English project documentation/materials/outputs. Ensure compliance to FAO and GEF style guides
  • Prepare media communication outputs.
  • Lead the quality control on the production of communication material, including quality control of translations (Myanmar to English and vice versa).
  • Carry out communication skills capacity building to the project team and different stakeholders including oral presentation skills, basic visual design for presentations and report preparations, and core principles and good practices in project documentation including basic photography/photo-documentation for capturing and drafting lessons learnt and case studies.
  • Support the preparation of meeting minutes, translations and interpretations for foreign staff and consultants, if needed
  • Assist in the development of documents and publications
  • Undertake any other tasks for successful implementation of the project as needed and as appropriate;
  • Prepare and submit mission reports and end of assignment.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • B.Sc. in communication sciences, journalism, or social sciences with coursework on communication and knowledge management, or similar fields.
  • At least three years of working experience in the area of communication, knowledge management or related fields;
  • Experience of working with print or online media, website management and web publishing; and / or mobile apps
  • Fluency in both English (at least FAO B level or similar demonstrated) and Myanmar language, written and spoken

  • Experience in coordination positions related to communication and knowledge or information management are an advantage
