Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights and peace and security. Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception.  In order to promote the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in Parliaments, electoral bodies, political parties, media, and other institutions. 

UN Women has a proven track-record in supporting women’s political participation through its projects across various regions, under the guidance of UN Women’s founding resolution (GA resolution 64/289) and in line with the UN Women Uganda Country Strategic Note and Work Plan and the UN Development Framework 2016-2020 strategic intent 1.

UN Women Uganda supported the development of a Gender Strategy to guide the Electoral Commission to mainstream gender as it executes its constitutional mandate. Prior to the development of the Gender Strategy a gender assessment was conducted in 2017 which revealed gaps in the policies, structures and programmes of the Electoral Commission. The gender assessment also built upon the extensive consultations conducted by the United Nations Electoral Assistance team during its national assessment mission (NAM) to Uganda in preparation for the 2016 elections.

Strategic Goal 1 Objective 1 of the Gender Strategy provides for development of internal technical capacity of the EC for organizing and managing gender inclusive elections. In addition the strategy recommends for the appointment of Gender Focal Persons (GFPs) for each department and field office; as well as providing training and other forms of support to enable GFPs fulfill their roles. The proposed training will equip Gender Focal Persons with skills and knowledge to support the operationalization of the Gender Strategy within their departments and field offices

Duties and Responsibilities

In collaboration with UN Women Programme Specialist on Women Leadership and Political participation and under the supervision of the UN Women Deputy Country Representative the Consultant will develop and conduct a training focusing on:

  • The social/ political context of women participation in elections
  • The legal framework for women participation in elections
  • An understanding of gender and gender mainstreaming in the entire electoral processes in Uganda.
  • Country specific strategies to increase participation of women in the electoral processes.

Required Skills and Experience

Education:

  • Advanced University degree in Social Sciences, International Relations, Political Science, International Development Studies, Gender/Women’s studies, Law, or Sociology.

Experience:

  • Minimum 7 years of experience in development work with specific focus on gender and democratic governance issues
  • Experience as a gender trainer
  • Professional experience in women and governance and women’s engagement in electoral processes in particular.
  • Experience in dealing with policy makers and senior technical specialists in Government.
  • Understanding of the various stages of the electoral cycle
  • Extensive knowledge of the political landscape in Uganda.

Language:

  • Fluency in written and spoken English is essential
