Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary - General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the center of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

The Spotlight Initiative in Papua New Guinea will be implemented through four UN agencies (UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The Resident Coordinator has overall management of the Initiative with UN Women providing the technical coherence of the Initiative. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

Reporting to the UN Women Programme Manager, the Programme Analyst is responsible for implementing UN Women’s components of the Spotlight Initiative portfolio and which include coordinating relationships with national partners and stakeholders, monitoring and reporting, and support to managing the finances and personnel of the portfolio. The Programme Analyst guides and facilitates the delivery of the UN Women components of the Spotlight Initiative programme by initiating and coordinating activities; building capacity of local partners; monitoring results achieved during implementation; ensuring appropriate application of systems and procedures. Through the Programme Manager, The Programme Analyst works closely with the P3 Specialist based in the Resident Coordinators office, the other Recipient UN Organisations (UNDP, UNICEF and UNFPA), Implementing partners, the EU and other donors, civil society and Government officials to ensure a coordinated and successful implementation of UN Women’s activities under Spotlight.

Duties and Responsibilities

1. Contribute technically to the development of programme strategies related to the Spotlight Initiative

  • Provide substantive inputs to the design and formulation of program proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

2. Provide substantive technical support to the implementation and management of the Spotlight Initiative programme in the area of EVAW.

  • Lead the delivery of Spotlight Initiative programme work plan development and implementation according to programme document;
  • Provide technical inputs to the annual workplan and budget;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation. 

3. Provide technical assistance and capacity development to programme stakeholders

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Coordinate and lead technical workshops and webinars; facilitate workshop sessions;
  • Develop country capacity and provide a forum for exchanging experiences
  • Consolidate lessons learned and key outcomes of workshops and webinars
  • Analyze emerging needs and provide suggestions for technical follow up
  • Maintain relationships with national partners to support implementation and expansion of the Spotlight Initiative programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed. 

4. Provide technical inputs to the monitoring and reporting of the programme

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports. 

5. Provide substantive technical inputs to the management of people and finances of the Spotlight Initiative programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates and Assistant.

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated. 

7. Provide technical support to inter-agency coordination on Spotlight Initiative to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Programme Manager on inter-agency coordination related activities by drafting background reports and briefs. 

8. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Spotlight Initiative;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Spotlight Initiative.

Required Skills and Experience

Education Qualifications: 

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience: 

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the field of gender equality, violence against women and girls is an asset;
  • Experience coordinating and liaising with government agencies, CSO’s and/or donors is an asset.
  • Experience supporting/implementing an EU-funded project is an asset;
  • Experience in the usage of computers and office software packages and experience in handling of web-based management systems

Language Requirements: 

  • Fluency in written and spoken English as well as in local language (Tok-Pisin) is required
  • Knowledge of the other UN official working language is an asset
