Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. 
 
Under the overall guidance of the Regional Programme Advisor and team Leader - Gender in the Regional Hub the Gender Specialist will work to promote gender mainstreaming and the empowerment of women in the RBA region by working in close collaboration with the global gender team and wider UNDP Global Policy Network (GPN). S/he will help establish and maintain a network of gender advisors working within UNDP across the region and assist in the establishment of a strong roster of external advisors and partners to support UNDPs work in the region. 
 
S/he will strengthen country office gender capacity including through implementation of the gender equality certification programme (gender seal) and other corporate initiatives and provide capacity building and training support for country offices as required. S/he will provide technical expertise, policy and programme advisory services to the RBA Country Offices and, where appropriate, with key UN and external partners. S/he will also work closely with and support the work of the Regional Programme to ensure gender mainstreaming and to undertake regional events and initiatives. S/he will expand partnerships for UNDP in the region on gender equality and women’s empowerment including with other UN agencies, multilateral partners, civil society, the media and others. S/he will also provide inputs to corporate reporting to the Gender Steering and Implementation Committee and UNDP reports to the executive board. The Gender Specialist will be expected to contribute to knowledge and technical support requests from the global gender team by contributing the experiences and expertise from the RBA region.
 

Duties and Responsibilities

Summary of Key Functions
 
  1. Substantive delivery of technical assistance, policy development and programme support, including specific programme development and programme management as required. 
  2. Substantive development of tools and resources, from across UNDP’s network of expertise on gender equality and the empowerment of women, and other relevant networks.
  3. Knowledge management and community of practice networking
  4. Advocacy and partner engagement for effective policy positioning in the region
  5. Corporate Reporting, Quality Assurance and Accountability for Gender Mainstreaming and Capacity Development.
 
1. Substantive delivery of technical assistance, policy development and programme support:
  • Provide technical support for policy advisory and programming services on gender equality and the empowerment of women primarily to COs within the region, that respond to country office needs, including through the provision of capacity building and backstopping to COs and UNCTs; 
  • Work with the Regional Bureau’s Country Advisors to ensure gender dimensions are properly integrated and multi-disciplinary response to Country needs for policy services are gender-responsive; 
  • Collaborate substantively with COs and Regional Programmes to achieve regional/CO strategic goals and plans by supporting relevant regional initiatives and promoting synergies with the regional programmes; 
  • Provide technical support to COs on how to integrate gender dimensions across project design, planning, implementation, monitoring, evaluation and results reporting in line with the corporate Gender Equality Strategy 2017-2021 and RBM guidelines;
  • Contribute to developing the capacity of UNDP staff and national counterparts in support of achieving the gender goals of the Strategic Plan, the UNDP Gender Equality Strategy 2017-2021, and other internationally agreed development goals as it relates to gender equality and women’s empowerment;
  • Support the expansion of partnerships and the mobilization of resources related to gender equality and women’s empowerment, including through the development of programme interventions as required.  
 
2. Substantive development of tools and resources, from across UNDP’s network of expertise:
  • Provide technical expertise to elaborate tools, guidance notes and knowledge products related to gender equality and women’s empowerment, and UNDP gender equality goals;
  • Provide technical expertise on the content development for regional/CO knowledge products through the analysis of data, case evidence, and research findings in accordance with corporate standards; 
  • Collaborate with HQ and regional teams to research, develop and share knowledge-based tools, such as policy positions/practice notes/concept papers and other research-based products to influence/advance policy dialogue in the area of gender equality and the empowerment of women;
  •  Present UNDP’s knowledge assets and capabilities at national, regional and global forums; 
  • Work closely with policy teams in HQ to advance research, test and roll-out new policy initiatives including by providing the regional perspective/specificities on what is of most practical value for national and regional counterparts; 
  • Design and deliver learning packs for COs to facilitate innovation learning, foster and encourage policy innovation and continuous improvement to enhance the integration of gender equality across programmes.
 
3. Knowledge management and community of practice networking:
  • Develop and strengthen linkages within the RBA gender community of practice, both inside and outside of the UN system. Distil and share lessons learnt across country offices in the region. 
  • Engage and participate proactively on the GPN-gender community of practice, dialogues and activities.
  • Review regional data, case evidence and research findings to distill pivotal lessons for UNDP globally; 
  • Compile and analyses report and lessons learned on UNDP gender equality priority areas and contribute to UNDP knowledge management efforts in collaboration with country offices;
  • Advocate and enable South-South facilitation of exchanges and experiences sharing where valuable;
 
4. Advocacy and partner engagement for effective policy positioning in the region:
  • Advocate the application of ground-breaking gender approaches, especially as an integrated approach to achieving the SDGs, in various regional and country fora with a view to deepen related political commitment and related reforms; 
  • Represent UNDP in the region on partner engagements and interagency coordination in gender policy areas; 
  • Provide technical advice on relationship management of regional partners and resource mobilization in line with BPPS priorities and corporate guidelines; 
  • Provide technical advice on mobilizing and fostering external partnerships behind regional initiatives; 
  • Manage the building of strategic alliances and partnerships, especially with other UN Agencies, key think tanks and non-governmental organizations; 
  • Ensure UNDP/BPPS Representation at inter-agency meetings, academic conferences, donor consultations and other events.
 
5. Contributing to corporate reporting, quality assurance and accountability for gender mainstreaming and capacity development:
  • Collect information at the regional level to input to the annual UNDP corporate reporting, as well as other relevant thematic UN reports;
  • Contribute to briefings, speeches, and reports requested by UNDP Regional Bureau Director/Deputy, ExO, and/or BPPS/Gender Team, RSCA Director as requested.

  • Knowledge of various programme information for research to provide recommendation and guidance to management.

Required Skills and Experience

Education:
  • Advanced University Degree (Master’s or equivalent) in gender in development, economics, business administration, social sciences, political sciences or related disciplines.
 
Experience:
  • 5 years of professional work experience providing policy advice and programme support in the general area of Gender in different development contexts.  
  • Experience working in developing country settings is required and experience in crisis contexts is an asset.
 
Language Requirements:
  • Fluency in English, both written and oral.
  • Working knowledge of another UN language preferably French (relevant to the region in which this position is based) is an asset.
