Organizational Setting

The International Plant Protection Convention (IPPC) is an international agreement on plant health with over 180 contracting parties, which aims to protect world’s cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization (FAO) of the United Nations. The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC's mandates.


Reporting Lines

The Consultant/PSA reports to the relevant Unit/Team Leader of the IPPC Secretariat (AGDI), or to the IPPC Secretary.


Technical Focus

A COF.REG./PSA is engaged by the Organization to provide expertise, skills or knowledge for carrying out specific tasks or projects, which is short-term by nature. The duration of the assignment can vary from 1 month up to 11 months in a 12 month period. The possibility of extension is subject to satisfactory performance and depending on the secretariat’s resources and needs.

The objective of the Call for Expression of interest for Consultants and PSAs is to attract talents to populate the IPPC Experts Roster. Experts who are registered in the Roster are available for consideration whenever relevant opportunities arise.

Tasks and responsibilities
In coordination with the Manager of the ePhyto Solution project\:
  • Conduct assessments, provide training, participate in meetings, communicate on the project to a wider stakeholder sphere including providing advocacy and training to countries)
  • Represent the IPPC Secretariat in the ePhyto Steering Committee, Project Technical Committee and Project Advisory Committee, as well as in Global ePhyto Symposiums (only for COF.REG).
  • Identify suitable collaborators to implement the Project's activities
  • Manage partnerships and liaise with sister SPS organizations, as well as other organizations with global eCertification programmes and interests.
  • Assist in the supervision of the implementation of the project work plan, execution of the budget, procurement actions and milestones to ensure best use of project resources; take appropriate actions to avoid project slippage and propose corrective actions as warranted
  • Support the implementation of the ePhyto project, including project financial administration, reporting, advocacy materials and capacity building tools.
  • Undertake any necessary action to ensure the sustainability of project's results (including fundraising)
  • Other duties as assigned

Minimum Requirements
  • Advanced University degree in Agriculture, Natural Science, International Relations, Business, Public Administration, Economics, Finance, Social Science or a related field (for Consultant). University Degree or equivalent in Agriculture, Natural Science, International Relations, Business, Public Administration, Social Science or a related field is desirable (for PSA).
  • At least 3 years of relevant experience in supporting development and implementation of technical programmes/projects, policy support, capacity development activities, development of advocacy materials and tools and implementation of international instruments.
  • Language requirements\:
    • COF.REG\: Working knowledge of English and limited knowledge of one other UN official language (French, Spanish, Arabic, Chinese or Russian).
    • PSA\: Working knowledge of English and a limited knowledge of one other UN official language is desirable.

Technical/Functional Skills

  • Proven experience on Phytosanitary certification – both traditional and electronic.
  • University Degree in Natural Sciences, Agriculture, Management or other related subject.
  • Extended experience in plant protection, including experience in Phytosanitary regulatory issues and in the establishment and implementation of Phytosanitary measures
  • Demonstrated knowledge and experience in project management, monitoring and evaluation, resource mobilization and awareness raising.
  • Relevant experience in supporting and/or leading technical programmes/projects, policy development and capacity development activities.
  • Demonstrated experience in developing technical and advocacy materials and tools.
  • Demonstrated organizational skills
  • Relevant Skills in knowledge and information management.
