Achieving Zero Hunger, however, requires organizations/governments to design, finance and implement inclusive policies, plans and programmes that promote food security and nutrition objectives and have responsive institutions and strong governance that can withstand shocks and stress factors.

ORGANIZATIONAL CONTEXT

The WFP Regional Bureau for Asia and the Pacific region provides strategic guidance, technical support and oversight to WFP country operations in 20 countries. WFP is shifting its focus from direct delivery of food assistance to strengthening country capacities and systems, albeit at a different pace across the region, to achieve SDGs 2 and 17. Furthermore, WFP country capacity strengthening efforts are focused on four investment areas critical for achieving SDG 2 in the Asia-Pacific region. They are: (i) scaling-up nutrition; (ii) improving social protection and food systems; (iii) reducing and managing disaster risks and building community resilience; and (iv) promoting gender equality, protection, inclusion and accountability to affected populations.  The Regional Gender Advisor is the front line for catalyzing the implementation of the Regional Gender Strategy and the Gender Policy across WFP operations in the region.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direction of the Head of Programme, the Regional Gender Advisor will be responsible for following:

  • Translate WFP Gender Policy and Regional Gender Strategy into regional/country-level practices, guidance and implementation that mainstream gender in WFP operations and ensure a clear and strong connection between WFP Regional Bureau and field operations
  • Advise and guide WFP country offices delivering a complex portfolio of programmes to systematically analyze and consider gender dimensions in food security and nutrition programming and ensure that WFP operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance on gender equality and women's empowerment
  • Ensure that gender considerations are integrated in all surveys, collection and analysis of demographic, physical, economic, and financial data; these include supporting the collection, analysis and use of sex-and-age disaggregated data (quantitative, qualitative and anecdotal).
  • Manage the effective application of the Gender and Age Marker and ensure that staff are equipped to sustainably mainstream gender equality objectives/goals in all WFP strategies, projects and programmes including Country Strategic Plans and Annual Country Reports
  • Provide technical advice or mobilize technical expertise, on a wide range of programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and development of strategies to support government efforts to improve gender equality and women's empowerment
  • Assist senior managers in country offices or governments in identifying how food assistance can be improved to promote gender equality and women's empowerment and provide support and technical expertise for the planning, formulation and implementation of programmes to strengthen government and community ownership and the effectiveness of these programmes.
  • Develop and maintain established partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work on gender equality and women's empowerment.
  • Manage or oversee evidence building on issues relevant to gender equality and women's empowerment, including understanding vulnerability from a gender perspective and how to measure the impact of assistance programmes on gender equality and women's empowerment. Prepare or manage preparation of analytical reports and a variety of information products or proposals for internal or external use.
OTHER KEY ACCOUNTABILITIES
  • Coach and guide gender team in Regional Bureau to enhance their knowledge, skills and abilities in related area.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Ensure the best use of assigned resources for achievement of set objectives within a significant budget.
  • Enhance WFP's leadership status in different forums on gender priorities under the Sustainable Development Goals and Beijing+20 as related to food security and nutrition in humanitarian and development context through direct participation, briefings, information products and other materials.
  • Work in close collaboration with the Regional Protection Advisor on a range of joint initiative including workshops and monthly calls with the Regional Bureau Gender/Protection Network
  • Other as required.
STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced university degree in one of the following disciplines: gender, social sciences international development, law, or another related field like international relations, human rights, political science, or humanitarian studies.

Experience:

  • At least eight years of progressively responsible relevant professional and practical field work experience in i) gender equality and gender mainstreaming and ii) either: women’s empowerment; community engagement; GBV; inclusion in programming; or human rights
  • In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition.
  • Specialised analytical, writing skills, and communication skills (including developing advocacy messages)
  • Strong knowledge and skills in training and facilitation
  • Experience in writing analytical documents and reports on gender equality and women’s empowerment
  • Proven experience working on policy and programming in an international organisation or non-governmental organization
  • Working experience of mainstreaming gender into an international organisation and how to overcome challenges and deal with resistant individuals/structures
  • Extensive experience in delivering training and capacity-building on the integration of gender and inclusion in programming for humanitarian or development organisations
  • Experience in representing organisations in international fora’s and interagency working groups on gender equality and women’s empowerment at national, regional or global level

Language:

  • Excellent English communication skills, both oral and written;
DESIRABLE SKILLS AND KNOWLEDGE
  • Strong advocacy skills and ability to influence on gender equality and women’s empowerment issues
  • Ability to interact with partners and to identify and analyse gender trends and opportunities to mobilize resources
  • Strong public speaking skills, interpersonal relations and team spirit
  • Knowledge of UN system gender policies and functions of gender-mandated agencies including relevant coordination mechanisms
  • Flexibility to travel on short notice and in challenging and difficult environments
  • Experience working with the UN in development and humanitarian contexts is an asset
  • Experience working with a version of the IASC Gender and Age marker is an asset
  • Experience working an additional area of WFP programme (social protection, nutrition, vulnerability analysis) highly desirable
