Organizational Setting

The Green Jobs for Rural Youth Employment" (GCP/INT/390/ROK) project aims to provide sustainable employment opportunities to rural youth by addressing local environmental challenges through green start-ups and Public Employment Programmes (PEPs). Designed as a project which provides combined capacity building with work opportunities, the mix of selected rural and urban youth participants will first be provided with soft skills training. The participants will then identify a local issue and propose green jobs solutions that can be applied to address the problem. Participants with selected proposals will be further provided with sector-specific training on green agriculture, green energy, and green waste management. Their proposals will be financially supported as a start-up or a PEP for two years. Towards the end of the project, challenges and best practices will be widely disseminated among various stakeholders. The project results will be also used for developing national strategies for youth employment, agricultural and rural development, and transition to the Green Economy.

Reporting Lines

The Coordinator works under direct supervision of the Decent Rural Employment Team Leader and the technical guidance of the Programme Officer of the Green Jobs for Rural Youth Employment (GJ4RYE). The Decent Rural Employment (DRE) Team in ESP is central to the implementation of FAO’s corporate work plan under Strategic Objective 3, Organizational Outcome 2 (SO3/OO2), “The rural poor have greater opportunities to access decent farm and non-farm employment”. The Coordinator will oversee the day-to-day operation of the project of Green Jobs for Rural Youth Employment in Zimbabwe under the supervision of the FAO Representative for Zimbabwe.

Technical Focus

Given the high level of youth unemployment in the country, the National Coordinator will work closely with the FAO Representative. The Coordinator will provide all necessary support, guidance, co-ordination and technical advice to achieve the expected project objectives in Zimbabwe.

Tasks and responsibilities

The Coordinator will perform the following tasks\:

  • In the context of the support of HQ (ESP) work on the Project ‘Green Jobs for Rural Youth Employment (GJ4RYE)’ in Zimbabwe, Sierra Leone, and Timor Leste (20%)\:
  • Support the Programme Officer of GJ4RYE in implementing the project, by actively providing inputs to the design of curricula and training modules of green jobs for youth employment;
  • Support the Programme Officer of GJ4RYE in conducting country research for identifying viable agricultural value chains, green jobs opportunities, and potential public and private sector partners; as well as monitoring and evaluation of the project progress;
  • Support the Programme Officer of GJ4RYE in communicating and liaising with partners, beneficiaries, donor organization (KOICA) and stakeholders.
  • Support the Programme Officer of GJ4RYE in developing a sound project communication strategy, including by assisting in the development of information materials on the project, to guarantee adequate access to information for all relevant stakeholders through different communication means.
  • In the context of country-level activities support in Zimbabwe for the GJ4RYE (60%)\:
  • Oversee the process of policy dialogue with the national partners of the project and key agriculture, employment and rural development stakeholders. In collaboration with line ministries, map policies and strategies that would benefit from an increased attention to green jobs and youth employment aspects. Provide policy support to government ministries and public organizations to adequately reflect rural youth voices and concerns in national policies and strategies;
  • Provide technical support to operational tasks such as the organization of an awareness raising session for government ministries, public organizations and private sector on decent rural youth employment and related sub-topics (child labour, OSH, migration, etc.);
  • Provide logistical support as required by the projects, including organizing missions, workshops and other relevant events, and actively participating in meetings and joint monitoring mission to the project sites in the country. Lead the coordination of the steering committees /executive committee responsible for selecting and managing grant applicants;
  • Communicating with the local partners and participating youths in tracking the progress of the project, and reporting to the Programme Officer accordingly. Assist the DRE Team Leader and FAO Country Representative in liaison and communication with relevant line ministries, research institutions, KOICA, KOTRA, and other international organizations in collaboration on the GJ4RYE implementation;
  • Perform any other research/analytical activity that may be required.
  • In the context of other DRE Team’s thematic areas and tasks in the country office (20%)\:
  • Provide support to the operational tasks of the DRE-related themes in the country office;
  • In consultation with HQ team, collaborate with other existing intervention, programmes and activities within DRE Team, e.g. Integrated Country Approach (ICA), Child Labour Prevention, Migration, to give guidance and promote coordination of youth employment programmes and projects within the country.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in international development, public administration, business administration, environmental studies, economics, agricultural or development studies, social sciences or other related fields. 2 years of relevant work experience can be replaced in lieu of an advanced university degree;
  • 5 years of relevant work experience in green jobs (green economy), agricultural policy, agricultural business models, rural development, decent rural employment and youth employment issues or international development;
  • Excellent command of written and oral English; working knowledge of another UN language is an asset;
  • Excellent command of Microsoft Office applications (Word, Powerpoint, Excel, and others).
