Consultancy Terms of Reference for Mixed Migration Centre LAC

Background

The Mixed Migration Centre (MMC) was established in February 2018. It brings together various regional initiatives hosted or led by the Danish Refugee Council (DRC) engaged in data collection, research, analysis, and policy development on mixed migration issues into a new global network of mixed migration expertise. The MMC focuses on seven core regions: Eastern Africa & Yemen, North Africa, West Africa, the Middle East & Eastern Mediterranean, Asia, Europe and Latin America and the Caribbean (LAC). Vision of MMC

The MMC is a leading source of independent, high-quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise on mixed migration, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, positively impact global and regional migration policies, contribute to protection and assistance responses for people on the move, and stimulate forward thinking in the sector responding to mixed migration. The MMC’s overarching focus is on human rights, protection and assistance.

About The Mixed Migration Monitoring Mechanism Initiative (4Mi)

4Mi is MMC’s flagship data collection project. It was developed in 2014 to collect and analyse data and other information on mixed migration flows and to produce insight about drivers, the means and conditions of movement, protection issues, the smuggler economy, and profiles of those involved, including their aspirations, choices of destination, and experiences en route.

For MMC LAC, data is currently collected in Colombia with Venezuelan persons on the move.

MMC’s Quarterly Mixed Migration Update (QMMU) 

The QMMUs offer a quarterly update on new trends and dynamics related to mixed migration and relevant policy developments in the region. These updates are based on a compilation of a wide range of secondary (data) sources, brought together within a regional framework and applying a mixed migration analytical lens. Objective of the Consultancy

To gather secondary data and write the 1st quarter mixed migration update for the LAC region covering the period of October-December 2019.

Consultancy Duties and Responsibilities

The consultant will for this assignment consider the following tasks and considerations for the QMMU:

• • The 1st QMMU for LAC should be in line with the overall style, content, focus and language of the previous QMMUs for other regions.
  • The focus is on Venezuelan flows and mixed migration flows towards Mexico (mainly nationals of the Northern Triangle of Central America as well as migrants and refugees coming from African countries, Haiti and Cuba). This can be extended to include the movement of Nicaraguans in Central America.
  • The main country sections to discuss should be Colombia, Ecuador, Peru, Brazil, Guatemala, Mexico, the Dominican Republic and Trinidad and Tobago.

• The Expected Layout (See above link for MMC’s third QMMUs for 2019)
  • The first two sections of the document will be the “Mixed Migration Regional Background” and a map of the region.

• The map can indicate routes and more static population numbers. (A standard map will be provided to use)
• The background provides an overarching update, discussion and analysis on new regional developments, including relevant policy dynamics.

• The rest of the document should be focused on mixed migration trends and dynamics using a route-based approach
• The last section of the report will be dedicated to a brief overview and summary of new research and reports
• In addition, “thematic sessions” can be added whenever relevant, to highlight specific new relevant developments.

• The text should be developed using a wide range of resources, including but not limited to:
  • Migrant & refugee arrivals statistics
  • Relevant publications by other agencies on any of these countries (UNHCR, IOM, DTM, IOM Flow monitoring, NGOs, etc.
  • Documents outlining relevant mixed migration policy developments (EU documents, national policies, policy statements by other agencies)
  • Relevant situation reports
  • Relevant media articles, on new trends and developments

Deliverables by the consultant

The consultant agrees to deliver the following outputs as part of this assignment:

I. The narrative report for the 1st QMMU should be approximately 10 pages (with a leeway of one to two pages in either direction)

II. The deliverable should include use of the map and statics to apply to the map 

III. A half to one page summary of ‘Key Updates’

IV. Three to five articles to list for the ‘Highlighted new Research and Reports’ section

Time Frame of the assignment

Duration and Location of the assignment

It is anticipated that the assignment will require nine working days to complete. This is a home-based consultancy and no travel is foreseen. 

Minimum technical requirement of the consultant:

The desired skills for the consultant are:

• A degree in Law, Social Sciences, Forced Migration or any other related area of study
• Demonstrable experience on matters relating to (mixed) migration locally, regionally and globally.
• A strong and proven background (e.g. through prior publications), knowledge and understanding of mixed migration dynamics in Latin America and the Caribbean.
• Proven research skills and experience in the area of forced migration and/or mixed migration.
• Good understanding of legal and policy frameworks relating to migration in the region.
• Excellent analytical and reporting skills.
• Fluency in written and spoken English.
• Advanced reading skills in Spanish.

The consultant is obliged to abide by DRC’s code of conduct (attached).

Procedures for submission of quotation

Interested consultants shall submit the following items in response to this Request for Quotation:

• CV
• Sample of writing such as a previously published article
• Technical offer
• Financial offer

Proposal evaluation

For the award of this project, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:

The technical offer will be evaluated using, inter alia, the following criteria, and points will be allocated in the scale from 1 to 10 for each of the criteria stipulated below, whereas the weighting is as follows:

All bidders must obtain an average score of at least five for the total technical scoring, in order to proceed to the financial evaluation. The financial offer will then be weighed against the technical offer.

The total cost of the financial offer should be mentioned in the DRC Bid Form (RFQ), while the breakdown of the budget should be attached separately.

The budget should be broken down by the daily and total consultancy fees.

Confidentiality

All information presented, obtained and produced is to be treated as DRC’s property and is considered as confidential for all other purposes than what is outlined in the ToR.

Selected consultant is upon signing of the contract required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC.
