Organizational Setting


The Fisheries and Aquaculture Policy and Resources Division (FIA) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.

The post is located in the Products, Trade and Marketing Branch (FIAM).


Reporting Lines

The Senior Fishery Officer reports to the Branch Head, FIAM.

Technical Focus

The position will lead a programme of work in the development of inclusive and sustainable fish value chains. The work will provide evidence-based policy support and technical advisory services to Member States on fish value chain improvements to support delivering Strategic Objectives 3 and 4 outcomes and outputs. The programme of work is predicated on strategic partnerships with development agencies, donors and national governments.

Key Results

Leadership and technical policy expertise for the planning, development and implementation of Departmental / Division Programmes of work, projects, products, services in accordance with (Departmental -) FAO Strategic Objectives.

Key Functions

• Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
• Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies.
• Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks.
• Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services.
• Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes.
• Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools.
• Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.
• Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

• Facilitates the development, interpretation and implementation of policy guidelines and best practices for inclusive, efficient and sustainable fish value chains in Member countries;
• Promote the implementation of the principles and recommendations of the FAO Code of Conduct for Responsible Fisheries, related to fish value chains;
• Plans, formulates, guides and backstops national and international projects and programmes on fish value chain efficiency and sustainability improvement, as well as in other related pro-poor projects, including the implementation and pertinent training activities;
• Leads or contributes to the collaboration with other FAO units and Strategic Programmes teams, and the development and support of partnerships with other organizations, associations and private sector firms related to fish value chain improvements, particularly in developing regions;
• Initiates and leads value chain assessments, studies, strategies and interventions for value chain development in ways that contribute to economic growth and social inclusiveness, addressing gender inequalities and environmental concerns, and identifying interventions that ensure optimal co-benefits and reduced trade-offs to SDG targets;
• Supports to COFI, COFI\:FT and COFI\:AQ on fish value chain issues;
• Provides advice, guidance and technical support to Members, other international organizations, industry organizations and other related parties on responsible fish trade and utilization, including on certification, labelling and traceability issues. and on FAO published guidelines;
• Communicates the results of various analysis and programmes to target audiences through a variety of information products, including media interviews, policy briefs, working papers, journal articles and books.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in agricultural/fishery economics, economics, food science/technology, business administration or other fields relevant to food value chains.
• Ten years of relevant experience in food value chain analysis, food value chain improvements and related fields. Experience in fish value chains is highly desirable.
• Working knowledge of English and limited knowledge of one of the other official languages of FAO (French, Spanish, Arabic, Chinese or Russian)
