Background

The Sustainable Development Goals (SDGs) outline a compelling vision of a desired future for our planet and the people within it. Achieving these global goals will cost an annual estimated $5-7 trillion dollar and will likely shape the next 15 years of financing for development. Approximately half of these investments in the SDGs can be privately financed. In this context, new sources of capital that can help finance SDGs are required, ranging from large institutional investors to the private wealth industry to help promote sustainable development. Impact investment and social entrepreneurship represent key mechanisms for leveraging private investment for public good in ways that create win-win-win scenarios for implicated stakeholders. Impact investment can catalyze additional capital flows into developing economies and stimulate private sector development where this is otherwise absent. By combining various forms of capital with different return requirements, social challenges can be addressed in more scalable ways than what is achievable by the government alone.

Impact Measurement and Management (IMM) is one of the most fundamental pillars in impact investments and is considered as a must component for rational, substantiated and sensible decision making and validation processes for assessing contribution of the impact activities towards SDGs. In this regard, one of the UNDP’s primary service offerings includes supporting impact investment initiatives in understanding and application of IMM, specifically in helping to generate advance understanding of impact and enhancing it across several areas and multiple stakeholders in the context of SDGs. UNDP Armenia has been supporting certain works contributing to further elaboration of the IMM approaches and is currently looking for an experienced professional to continue the efforts and focus on practical applications of impact measurement and management toolset.

Duties and Responsibilities

UNDP Armenia Impact Measurement and Management (IMM) unit aims to promote common impact-based principles for investing, consideration of impact data in decision-making with equal emphasis and rigor to financial risk and return. We require an experienced candidate to design the impact measurement plan, propose tests, monitor and evaluate a complete impact measurement and management system for startup ventures, Impact investment fund and other initiatives supported by UNDP.  The initiatives where IMM will be applied may include impact investment funds, direct investment projects, startup acceleration programs, activities funded through other financial instruments. Initial framework of our IMM approach is built on SDGs, IMP (Impact Measurement Project) principles and IRIS metrics and an advanced approach towards setting, measuring and managing the impact allowing for alternative intensity of impact consideration. However, the practicality and applicability of those approaches are to be explored further and could be modified during piloting phase.

Under the overall guidance of the UNDP Innovation Portfolio Lead and direct supervision of the ImpactAim Impact Investment Adviser and in close cooperation with the Project team the International Consultant (IC) will be responsible for the development of in-house impact measurement and management capacity, recommendation of a service offering package and design of the relevant Impact Measurement and Management framework referring to the Impact Management Project and ESG principles.

The incumbent will perform the following tasks:

  • To support in-house UNDP impact measurement and management capacity building
  • Together with the UNDP impact measurement and management team implement one pilot project on IMM;
  • Support impact measurement of ImpactAim Accelerator ventures;
  • Support the development of a service offering package and design the relevant Impact Measurement and Management framework referring to the Impact Management Project.

Expected Deliverables:

  • Development of a service offering package on IMM
  • Reviewed IMM Framework for the ImpactAim ventures;
  • Piloted IMM for the selected project;
  • Development of UNDP impact measurement and management capacity;

Institutional arrangements

  1. The consultant will work collaboratively with the project team and relevant consultants.
  2. All copyrights of produced materials are reserved to UNDP and cannot be used by anyone or in any case except with a written approval from UNDP project team.
  3. Professional verification of the developed materials for quality control and compliance with the planned schedule of works shall be performed by the Project.
  4. If the quality of submitted material is not properly ensured and/or there are deviations from the planned scope as indicated by the Project, elimination of all the deficiencies shall be implemented by the sub-contractor on its own expense.

The primary responsibility of the Consultant is to efficiently deliver the following tasks and deliverables at a high level of quality and competence within the agreed schedule by ensuring the required resources.

Payment mode:

  • The following lump sum payable modality is envisaged for implementation of the task:

Output 1 – 40 %

Output 2&3 – 60 %

  • Evaluation of outcomes is the responsibility of UNDP;
  • Payment will be issued according to the claims and submitted deliverables, as well as their acceptance by UNDP;
  • In case the conditions of the ToR are not met, the contract may be terminated, or the consultancy fee may be reduced.

Competencies

  • Strong knowledge of major impact investment developments, IMM and M&E methodologies;
  • Expert knowledge on standard M&E and IMM processes, tools, frameworks and approaches;
  • Knowledge of UNDP internal M&E processes appreciated;
  • Experience in the survey design;
  • Excellent quantitative and analytical skills;
  • Ability to work under the pressure, with minimum supervision and on-distance;
  • Demonstrated initiative, tact and high sense of responsibility and discretion;
  • Strong teamwork skills;
  • Excellent communication skills, written and oral;
  • Strong computer literacy and data analytical proficiency.

Required Skills and Experience

Academic Qualifications:

  • Master’s Degree in business administration, social sciences, economics, finance, international development, statistics, or relevant disciplines.

Professional experience:

  • Minimum of 5 years of progressively responsible professional experience in performance monitoring and/or evaluation role with international development organizations or sustainability-oriented organizations.
  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities. Experience developing results frameworks, logical frameworks, or similar tools is required
  • Relevant experience in practical application of impact measurement approaches following IRIS metrics. Advanced knowledge of relevant methodologies i.e. GIIRS, SROI etc. is desirable.

Language:

  • Proficiency in English. Knowledge of Russian or other UN language is an asset. 
  • INDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

    Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

    Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

    Technical Criteria - 70% of total evaluation - max. 70 points

    Financial Criteria - 30% of total evaluation - max. 30 points.
