Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.


The Division of Radiation, Transport and Waste Safety (NSRW) develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be used while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.


The Waste and Environmental Safety Section is responsible for the delineation of a global waste safety framework based upon the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, and the development and application of safety standards for the management of radioactive waste, decommissioning, remediation and environmental releases.

 

The Decommissioning and Remediation Unit of the Waste and Environmental Safety Section is concerned with the establishment and application of safety standards related to the remediation of contaminated environments, the decommissioning of facilities using radioactive material (e.g. nuclear power plants, research reactors, fuel cycle facilities) and the management of naturally occurring radioactive material (NORM) waste, in particular the residues and wastes from the mining and milling of uranium ores. The Unit provides leadership for services to operators, regulators and other specialized users involved in assuring safety in the decommissioning of facilities using radioactive material, the release and re-use of sites, the clearance of material and in assessing and advising on the safety of mine/mill tailings.


Main Purpose

Reporting to the Waste Safety Specialist, Remediation (WSS), the Associate Project Officer contributes to the unit’s work programme by planning and implements activities related to remediation. The Associate Project Officer assists the Scientific Secretary of the Coordination Group for Uranium Legacy Sites (CGULS) with planning and implementation of the activities of the coordination group. The Associate Project Officer contributes to the objectives of CGULS through liaison with Member State counterparts, through information dissemination and management, and by assisting the Remediation Safety Specialist to plan and implement.


Role

The Associate Project Officer is\: (1) a contributor , assisting the Waste Safety Specialist (Remediation) with implementation of consultancy and technical meetings, such as those to facilitate the preparation of specialist publications, (2) supports organization of missions and, under the guidance of the Waste Safety Specialist (Remediation), communicates with multidisciplinary teams to prepare for advisory and appraisal missions; (3) an analyst, gathering information from Member States counterparts and synthesizing it to provide status reports and to identify needs and priorities, and (4) a team member, working collaboratively with multinational and multidisciplinary teams.


Functions / Key Results Expected

  • Assist the Waste Safety Specialist (Remediation) with review and update of the Strategic Master Plan for Environmental Remediation of Uranium Legacy Sites in Central Asia;
  • Assist the Waste Safety Specialist (Remediation) to develop a baseline document of the current status of uranium legacy sites in African Member States;
  • Provide support in the organization of events (incl. administrative aspects) with external parties to ensure that necessary documentation, logistical arrangements and facilities are timely in place and aligned with the needs of the events. Coordinates preparation of agendas and writes meeting reports in English and Russian language;
    Support the team in the production of project outputs including preparation and editing of various written outputs in English and Russian language;
  • Under the guidance of the Waste Safety Specialist, ensures the development and maintenance of the web-based applications for the Project (CGULS Connect, CLP4NET, etc).
  • Manage electronic filing of documentation for the Unit under SharePoint.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

Bachelor's Degree - International Relations or other related field.

Prior exposure to and understanding of the technical background related to uranium legacy sites an asset.

Excellent oral and written command of English and Russian. Knowledge of other official IAEA languages (Arabic, Chinese, French and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $37012 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 14509, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
