Project Overview:

ICMPD is inviting all interested candidates to apply for the Monitoring, Evaluation and Learning (MEL) Officer for the projects “Support for the completion and implementation of the Monitoring and Evaluation System for the North of Africa Window of the EU Emergency Trust Fund for Africa” (MENOA) and “Building, disseminating and operationalizing evidence-driven migration governance policy and practice in North Africa” (eMGPP). The overall objectives of these project are to generate, operationalize and disseminate migration-focused knowledge, research and evidence to improve and refine migration governance between North African governments and European Union Member States (EU MS).

The MEL Officer will lead and/or contribute to the implementation and successful completion of project activities and deliverables in collaboration with the project team, stakeholders, beneficiaries, experts and partners. S/he is responsible for the timely production and delivery of high-quality, comprehensive outputs within the assigned area of work as a contribution to project outcomes and objectives.

S/he may lead or contribute to project management, substantive data collection and analysis and content for donor or other analytic reports.

1The MEL Officer will work under the direct supervision of the Senior Policy Advisor, M&E and in close cooperation with internal and external project team members based in Vienna and in the ICMPD Regional Coordination Office for the Mediterranean in Malta.

Tasks and Responsibilities:

1. Planning and implementation of activities:

Plan and organise activities assigned to him/her by the Senior Policy Advisor, M&E according to projects’ work plans.

Plan the implementation of policy-related outputs in the assigned projects. Formulate and revise projects’ work plans.

Ensure that assigned project activities are implemented in an efficient and cost-effective manner in line with the work plan, following ICMPD administrative rules and processes. Mobiliseexpertsforactivities,includingpreparationofTermsofReferencesandspecifications. Coordinatetheworkofexperts,consultantsandcontractorsensuringthatcontentandoutputs are produced timely, according to project work plan and ICMPD’s quality standards. Initiate and follow-up on recruitment processes of experts according to ICMPD’s recruitment procedures. Prepare recruitment requests, organise and participate in selection processes and interview panels.

Design and organise project events, meetings, workshops and other activities. Formulate the content,scopeandagendaandidentifyparticipantsandresourcepersons.Prepareanddeliver presentations related to his/her scope of work.

Provide inputs to the implementation of the project(s) communications plan(s). Draft content. Assess and monitor progress of assigned project activities. Propose corrective action when required and implement them.

2. Production of project content and substantive outputs:

complexity (reports, studies, presentations, policy papers, publications).

Plan and organise processes for the production of project content of medium to high complexity (studies, policy papers, thematic/sector reports etc.) by:

Identifying instruments and methodology.

Identifying experts.

Conducting desk research, collecting and compiling data, materials and literature from various sources, analysing, drafting findings.

Editing/proof-reading and organising translation.

Reviewing, commenting and revising project content and outputs following ICMPD’s quality standards.

Identify project concepts and proposals. Develop, formulate and draft inputs to new project concepts, proposals, work plans and budgets.

23. Policy analysis and knowledge management:

Formulate and draft documents of various lengths and medium to high complexity, such as analytical briefs, background papers, presentations, and inputs to speeches. Prepare blogs, policy discussions and ICMPD-organised policy events.

Review and assess policy-related project results within the assigned projects. Identify and analyse policy, best practices/lessons learned.

Share information and disseminate lessons learnt/best practices internally. Prepare updates and briefs and contribute to internal discussions.

Translate lessons learnt into inputs to formulation of new project concepts and proposals. Compile and draft policy-related inputs to internal and external project reviews and reports as required.

Participate in conferences/meetings/seminars relevant to his/her area of work. Key Results:

Project activities organised and implemented efficiently and cost-effectively according to work plan in the assigned projects.

Project inputs administered according to ICMPD’s rules and processes and donor requirements.

Project outputs related to area of work delivered in a timely and high-quality manner. Knowledge products and content for assigned projects or initiatives defined, formulated and produced according to ICMPD’s quality standards.

Information and data collected and analysed and inputs provided for a range of policy outputs in projects and in ICMPD policy initiates.

Project achievements assessed and policy-related best practices and lessons learnt from project implementation identified and analysed.

Qualitative inputs to formulation of new projects provided.

Incumbent Profile:

A minimum of 5 years of position relevant experience in the field of international migration and mechanisms (migration governance, rights-based migration management) and specific MELexperiencecontributingto thedevelopmentofM&Eframeworks,strategies,plansand/or actual monitoring systems or project evaluations.

Demonstrated experience with MEL approaches, designs and methodologies, including developing performance indicators, monitoring systems, logical frameworks, logic models, theories of change, mixed-methods evaluations and tools, surveys, and interviews, among other qualitative and quantitative methods.

Demonstratedexperience in thedesigning and developmentofquantitativeand/or qualitative data collection instruments (e.g., surveys, performance measures or indicators, policy scoring, interview guides, and observation guides).

Solid experience conducting analyses of quantitative and qualitative data using up-to-date analysis techniques.

Solid experience reporting on data analysis in a clear, coherent and concise way. 3 Excellent organisational skills including managing conflicting priorities and working with tight deadlines.

Strong experience with professional monitoring and evaluation processes, approaches, and methodologies, including rigorous and mixed-methods designs and innovative analysis techniques.

Solid communication skills.

Highly computer literate with practical experience in the use of Microsoft applications as well as some quantitative and qualitative data analysis software within a MEL context. Solid knowledge of project cycle management.

Substantive knowledge of migration issues.

Professionalism, collegiality and ability to work with people of different cultural and ethnic backgrounds and experience.

Experience working independently, proactively, under limited supervision and within tight timelines.

Corporate Qualifications:

A minimum of 5 years of relevant working experience in an international context. Proficiency in (verbal/written) English, proficiency in French and/or Arabic is an asset. Master’s degree in public policy, monitoring and evaluation, international migration or other social sciences.
