The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Special Monitoring Mission to Ukraine (SMM) is an unarmed, civilian mission, present on the ground 24/7 throughout Ukraine. Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The Mission contributes to reducing tensions and to fostering peace, stability and security. The Mission engages with authorities at all levels, as well as civil society, ethnic and religious groups and local communities. The Mission gathers information and reports on the security situation; and establishes and reports facts in response to specific incidents, including those concerning alleged violations of fundamental OSCE principles. The Mission currently foresees around 1,500 Mission members spread across 10 Monitoring Teams and budgetary resources of about EUR 100 million.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Budget Officer, the Budget Control Officer is responsible for supporting the preparation and the controlling of budget expenditures and the administration of the Mission budget, including Extra-Budgetary contributions, in accordance with the OSCE Regulatory Framework.

More specifically, as Budget Control Officer, you will perform the following tasks and responsibilities:

  1. Assisting in formulating, analysing, verifying and consolidating the draft of the budget proposals; in this respect conducting financial analysis and provides proposals to improve efficiency and reducing costs across the Mission;
  2. Assisting in monitoring the approved budget on a continuous basis and participating in the preparation of relevant financial reports;
  3. Preparing budget forecast and ensuring its consistency with planned recruitment, procurement and operational decisions;
  4. Controlling funds availability under the programmes and preparing detailed expenditure and budget statements with an appropriate financial analysis for Programme Managers;
  5. Ensuring that all expenditures are recorded in line with financial rules and regulations of the Organization and approved budget structure is applied in a correct and consistent manner;
  6. Drafting correspondence and responding to queries on budget related issues as required, as well as preparing replies to internal and external audit observations relating to the area of responsibility;
  7. Conducting training to Mission members on OSCE Financial Rules and Regulations, administrative procedures and processes, as well as providing them with updates and necessary clarifications;
  8. Acting as Budget Officer in her/his absence;
  9. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding Ukraine;
  • First-level university degree in finance, accounting, business administration, economics or other related fields or certification from a recognized professional accountancy institution;
  • Minimum of four years of professional experience in accounting or finance in intergovernmental, governmental or commercial organizations;
  • Well-developed observational and analytical skills and ability to work with big volumes of financial data;
  • Experience in using the ERP (Enterprise Resource Planning) systems highly desirable;
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different nationalities, cultural backgrounds and genders while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft applications.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 3,943 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
