About the job

The Protection Programme Manager is responsible for the effective implementation of DRC’s broad programme of protection and humanitarian assistance to IDPs, migrants, refugees and host communities in Libya. The position provides technical guidance and leadership in all aspects of the management of the programme, including project implementation, planning and supervision of activities, coordination with partners and stakeholders, management of staff, monitoring and reporting. This focuses to ensure DRC’s standard policies and best practice is adhered to. Your main duties and responsibilities will be:

Responsibilities:

Program

  • Oversee team leaders’ planning to ensure the effective and timely implementation of all projects.
  • Provide technical guidance and oversight to team leaders, officers, and specialists on a wide range of protection activities such as monitoring, individualized assistance for specific needs, case management, alternatives to detention, community-based protection, and information management. Ensure the effective use of and compliance with relevant tools, forms, SOPs etc. so as to ensure program quality and impact.
  • Oversee the development of the programme’s outreach strategy towards a wide range of key stakeholders such as government officials, community leaders, officials of embassies of countries of origin, community mobilizers, etc. with the aim of developing a large and diverse reach among IDP, migrant and refugee communities to enable the effective delivery of protection and assistance services to vulnerable individuals and groups.
  • Oversee the development of DRC’s community-based protection strategy for IDPs, migrants and host communities, applying sound community-based methodologies by managing outreach, participatory programs, and coordination with internal and external stakeholders.  Develop corresponding quality proposals, concept notes and budgets for community-based programming.
  • Provide leadership on the development of a nascent legal assistance programme by managing the ongoing scoping assessment and identification of gaps and needs for legal services, especially to migrants, refugees and asylum seekers in urban areas.  Ensure development and implementation of quality programme to match identified community needs.
  • Provide strategic leadership and technical oversight on the implementation of activities through local implementing partners. To this end, analyze gaps and potential for expansion in terms of territorial coverage, identify suitable local partners, conduct analysis for prospective partnerships, and develop projects with partners including activity implementation, financial management, contractual agreements, and monitoring and reporting. 
  • Provide remote programme management as needed.

Representation and coordination

  • Represent DRC’s protection programme towards external stakeholders, including donors, humanitarian partners, authorities, embassies etc. In coordination with the Area Manager and the Protection Coordinator, act as DRC’s focal point in coordination forums related to protection, including the Protection Working Group (PWG), GBV Working Group (GBV WG), Child Protection Working Group (CPWG), Migration and Refugee Platform (MRP), donor consortia, etc.
  • In collaboration with the Protection Coordinator and others, coordinate activities and plans at a technical and operational level to ensure effective collaboration and synergies on the implementation of projects within the sector. To this end, contribute to the joint planning of activities and services referral pathways.

Monitoring Evaluation Accountability and Learning

  • Support the ongoing data collection and analysis related to all protection programmes in coordination with PIM officer and MEAL managers, analyse data to identify trends, emblematic areas and emerging sector issues.
  • Support the production of comprehensive, quality and timely reports for donors and humanitarian coordination forums on programme activities, trends and analysis. To this end, and in coordination with the Area Manager and MEAL Manager, roll out M&E tools and processes to measure program quality and impact. Supervise the effective collection, management and consolidation of program-related data to ensure accurate and timely reporting.
  • Monitor program objectives, outputs, indicators and activities – ensuring teams remain on track as per agreed donor commitments
  • In coordination with the Area Manager, the Grants Coordinator and the MEAL Manager, develop project proposals and revisions based on identified gaps and needs as well as strategic priorities. To this end, define programme activities, logframes and budgets based on baseline assessments and internal learning.
  • In coordination with the Area Manager, the MEAL Manager and the Grants Coordinator, produce and consolidate donor reports by providing technical oversight on strategic considerations and program activities so as to ensure accurate, coherent and timely reporting.

Finance management

  • In coordination with the Finance Manager, ensure the effective financial management of the different projects’ budgets. To this end, plan and authorize expenditures as per existing budgets, review cash books and BFUs, produce budget forecasts, cash flow projections etc.

Human Resources

  • Recruit, manage and supervise staff within the protection programme. To this end, in coordination with the Area Manager and Protection Coordinator, define organogram and ToRs, develop staffing plans, conduct recruitment processes and performance appraisals, coordinate mission plans, leave schedules, etc.
  • Promote a professional environment conducive to collaboration, teamwork and professional development. Uphold compliance of program staff with the applicable standards related to protection programming and code of conduct, along with additional internal DRC procedures and guidelines related to human resources.

Operations

  • In coordination with the Support Services Manager, oversee the effective management of operations support activities so as to ensure the effective implementation of the program. To this end, develop procurement plans and coordinate the timely procurement and effective management of the goods and services, including items related to direct assistance activities.

About you

To be successful in this role we expect you to have at least 5 years’ experience working for international humanitarian organizations in the field of protection in the context of displaced populations, including at least 3 years’ experience in a managerial capacity. Moreover, we also expect the following:

Required

  • Sound technical knowledge of protection standards, principles and programmes, and demonstrated capacity to develop effective responses to identified protection needs in accordance with the relevant frameworks. 
  • Excellent knowledge of project management cycles and experience managing large humanitarian projects in complex environments, including planning and delivery, internal and external coordination, monitoring and reporting.
  • Excellent demonstrated skills managing large teams in rapidly changing environments.
  • Experience working with local partners.
  • University degree, Mater’s preferred, in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development.
  • Fluency in written and spoken English.

  • Knowledge of Arabic an asset
