Background

The Brazilian Government has sought to contribute to the improvement of human development indicators in countries of the American, African and Asian continents. For this purpose, since 1970, it has entered into cooperation agreements that allow the sharing of technical knowledge acquired during the technological and institutional development process in Brazil.

The Brazilian Cooperation Agency (ABC) is the Administrative Unit of the Ministry of Foreign Affairs to which the planning, negotiation, preparation, implementation, monitoring and evaluation activities of Brazilian technical cooperation projects and programs are affected.

In 2016, the UNDP Brazil office and with the co-coordination of ABC signed a Project BRA/16/004 to Support Technical and Vocational Training in Haiti with the Government of Haiti, represented by the Ministry of Education and Vocational Training of Haiti and the UN Coordination in Haiti This project also counts with technical support from SENAI with the objective of Establishing a Center for Vocational Training and Institutional Strengthening.

The project also aims to contribute to the expansion of technical, occupational and vocational education, job creation and social promotion and whose expected results include:

  1. three vocational training centers, as plan of work revised by the Haitian government;
  2. a long-term institution building program for INFP, focused on developing its capacity to fulfill its institutional mandate to promote technical and occupational education in Haiti; and
  3. training programs offered to the general population in occupations with a high potential for employability or self-employment.

The project will also promote the exchange of good practices in education between Brazil and Haiti.

This project under the South-South Cooperation aims to contribute to Haiti's national reconstruction, economic recovery and social development efforts. This is a structuring initiative that mobilizes a large volume of human and financial resources. Thus, it is necessary to hire consulting services from professionals qualified in negotiation, elaboration, monitoring and evaluation of technical cooperation projects provided by Brazil.

Duties and Responsibilities

Support the conception, programming, elaboration and execution of projects and activities of International Technical Cooperation, focusing on the South-South modality, to act in this project and in other necessary cases.

  1. Provide technical support during the implementation of project BRA/16/004;
  2. Support the implementation of the Brazil-Haiti Vocational Training Center project with mission reports, support for mission accomplishment, mission agenda, monitoring of all project implementation, monitoring of financial and budgetary execution, support for physical execution “ on-site project management when requested, preparation of reports on the project's budgetary, financial and physical execution, and monitoring of the achievement of planned and accomplished project goals and results;
  3. Propose solutions during the implementation of the BRA/16/004 project, when deadlocks/obstacles arise;
  4. Support ABC in the dissemination and communication of the results obtained by project BRA / 16/004; and

Keep records of the entire execution of the BRA/16/004 project.

Required Skills and Experience

Education: 

  • Higher education completed.
  • Lato Sensu or Stricto Sensu Postgraduate;
  • Desirable specialization in the project area.

​Experience

  • Minimum experience of 6 years, proven in the curriculum, in the identification, elaboration, execution and monitoring of technical cooperation projects, preferably focused on the cooperation provided to developing countries, as well as experience in projects with the United Nations Agencies and to the cooperation received by Brazil from abroad.
  • In case the candidate does not prove Latu Senso or Stricto Senso Postgraduate Degree, he / she must prove another 3 years of experience in the identification, elaboration, execution and monitoring of technical cooperation projects, in the areas of the immediately above item.

Language

  • Oral and written fluency in Portuguese and English will be required;
  • Fluency in French and/or Spanish may be considered an advantage.
