Organizational Setting

The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is conducting a final evaluation of a GEF-funded project\: “Rehabilitation of forest landscapes and degraded land with particular attention to saline soils and areas prone to wind erosion” (GCP/IRA/064/GFF). The overall project objective is to reduce land and forest degradation by investing in sustainable land and forest management in three target provinces and developing national and local capacity to support the widespread implementation of these techniques across Iran. The Project has 4 components, namely Component 1\: Participatory integrated sustainable land and forest management (SLFM) capacity development; Component 2\: Implementation of participatory integrated watershed and village-level plans in selected pilot sites; Component 3\: Improving the policy and institutional environment for participatory integrated SLFM approach; and Component 4\: a. Awareness raising and dissemination of best practices and lessons learnt; b. Project management.

Evaluation consultants with expertise in the areas of sustainable land and forest management, and community participatory approaches to natural resource management are invited to join the evaluation as Evaluation Team Leader.

Reporting Lines

Under the overall guidance of the Director of the Office of Evaluation, the consultants will report specifically to the Evaluation Officer and the appointed Evaluation Manager.


Technical Focus

The overall objective of the evaluations is to provide accountability to project/programme stakeholders (i.e. beneficiaries, government, donors, and other development partners), and to draw lessons from the implementation processes that could help improve the project in its final stage, and inform future decisions by FAO and relevant stakeholders.

Tasks and responsibilities

FAO Office of Evaluation (OED) will guide the evaluation. OED is responsible for ensuring conformity with standards for evaluation in FAO. The evaluation team is responsible for conducting the evaluation and applying the methodology elaborated in the evaluation Terms of Reference. The team will participate in briefing and debriefing meetings, discussions, field visits, and will contribute to the evaluation with written inputs. In particular the consultant will\:

  • Under the guidance of the Evaluation Manager, be responsible for delivering all deliverables planned in the evaluation Terms of Reference (ToR). These will include\: the final draft report according to specifications provided in the ToRs and integrating comments and suggestions received during the stakeholder meetings, and after circulation to OED, FAO and other stakeholders, as appropriate; support the Evaluation Manager in finalizing the report as may be required.
  • Review relevant background documentation made available by the OED, including project documents, logframes, progress and final reports, baseline studies, etc, and validate through online and in-person consultation with FAO and the National Project Implementation Unit;
  • Review the overall progress and results of the Project (also drawing on the project’s Mid-term Review), i.e. reviewing and assessing to what extent the development goal, objective, outcomes and outputs have been achieved drawing on the inputs from the Evaluation Team;
  • Follow the methodological approach described in the ToR\: contribute to the preparation of evaluation tools, including questionnaires, check-lists and interview protocols as appropriate; modify as required and agree with the OED and the other team members on the report outline; define the team’s work programme;
  • Participate in the collection of primary data through, inter alia, interviews and meetings, face to face or virtual, with FAO concerned officers in HQ, as well as the National Project Implementation Unit, Lead Technical Officer and FAO Representation in Iran; and with key stakeholders including the Government, external partners and project beneficiaries;
  • Participate in the collection of relevant secondary data, in addition to the initial desk reviews carried out by OED, as required and identified in the evaluation matrix;
  • Ensure that all the primary and secondary data collected are recorded during the evaluation process, and organized in a structured format following the key evaluation questions and criteria, based on which triangulation of all the findings are ensured;
  • Lead on the analysis of the data by the evaluation team to produce evaluation findings. Ensure that all the findings are sufficiently validated;
  • Supported by the Evaluation Team, lead on the analysis and discussion of findings to reach preliminary conclusions that answer all evaluation issues and questions, as well as to formulate preliminary recommendations in line with findings;
  • Collect the knowledge products generated by the Project and provide a comprehensive list of knowledge products developed;
  • Evaluate the effectiveness of M&E system in recording Project performance indicators, collecting and analysing Project progress data;
  • Present the preliminary results of the evaluation to key stakeholders during all planned debriefing sessions as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in natural resource management (land and forests), development studies, or related disciplines.
  • At least 10 years of relevant experience in leading and conducting evaluations (independent) on subjects related to natural resources management, and community engagement.
  • Work experience in Iran strongly preferred.
  • Fluency in spoken and written English and limited knowledge of one of the other FAO languages\: French , Spanish, Arabic, Chinese, Russian. Knowledge of Farsi a distinct asset.

Technical/Functional Skills

  • Previous experience in leading and conducting (independent) evaluations of GEF-funded projects.
  • Stakeholder engagement, facilitation skills and Interviewing skills.
  • Technical knowledge of sustainable land and forest management, and good understanding of community participatory approaches and capacity building for sustainable natural resource management.
  • Good understanding of the country context.

Additional Selection Criteria

  • Knowledge of public awareness promotion is an advantage.
