Background

The Strengthening Rule of Law Programme (SRLP) UNDP has been supporting the Government in its ongoing efforts to strengthen rule of law and access to justice in the province. The SRLP has achieved tangible results between 2012-2018 which included establishment of 62 model police stations with dedicated women facilitation desks, regional training center Swat, offices for the districts prosecutors and bar rooms for women lawyers. The SRLP has been working with partners to improve access to justice for the people particularly the most vulnerable such as women and children. The SRLP has four components: (i) enhancing access to justice and legal aid; (ii) building the capacity of courts for greater service delivery; (iii) supporting alternative disputes resolution mechanisms to provide just and speedy services; and (iv) strengthening police and prosecution capacity.

Within this context, the SRLP will require services of a Communications and Reporting Specialist to support adequate public relations and communications both within and external to the programme (e.g. ensuring ‘change messaging’ is adequately included in and about programme interventions).

Duties and Responsibilities

Working closely with SRLP team and under the direct supervision of the Programme Manager, the Communication and Reporting Specialist will be responsible for the following tasks:

  • Development of communications and outreach strategy for the programme and keeping it up-to-date based on the UNDP strategic priorities and UNDP External Communications Action Plan;
  • Implementation of SRLP communication and outreach strategy;
  • Preparation and conduct of communication needs assessments for the programme;
  • Undertake communication analysis, design and incorporate communication and outreach interventions in the proposals as part of resource mobilization for programme;
  • Develop advocacy, visibility and promotional materials based on programme needs and in line with UNDP and donors’ visibility policy aimed to improve programme’s marketing;  
  • Design various communication and awareness materials meeting the needs of target communities/beneficiaries and for wider dissemination;
  • Engage with media partners to cover programme events in media in line with UNDP and donors’ communication and visibility policies and standards;
  • Contribute to UNDP public information campaigns on issues relating programme relevant SDGS, i.e. SDG – 5, SDG 16, and SDG 17;
  • Contribute to UNDP corporate advocacy materials for launching flagship initiatives and publications, i.e. the human development report, national and international campaigns, and national and international days;
  • Prepare contents for the UNDP websites and social media platforms;
  • Write scripts for documentaries/video films, radio stories including documentary and develop interview formats;
  • Produce high quality video documentaries/video films, success stories, briefs, and power point presentation, capturing programme results/impact;
  • Coordination and management of programme publication activities, i.e. content management, norms for publishing, design, etc.
  • Coordinate with printers and other suppliers to ensure production and ensure publications dissemination;
  • Maintain programme repository/archive to keep communication materials, reports, photo, video and audio;
  • Identification and integrate best practices and lessons learned for the programme team to incorporate during implementation;
  • Training of programme and partners on communication, visibility, and reporting;
  • Perform other tasks as assigned by Programme Manager for achieving results.

Required Skills and Experience

Education:  

  • Master's degree in media relations, journalism, publishing or related discipline.

Experience:

  • Minimum 2 years of progressively responsible professional experience in mass communication, media, journalism, tv/radio/electronic media;
  • Experience in developing photography/video/infographics materials;
  • Demonstrated experience in developing content that clearly communicates development ideas and experience for media, web, print production and audio-visual productions; and
  • Advanced usage of graphic software such as Final Cut Pro, Adobe Photoshop, Adobe InDesign, Adobe Illustrator, MS office, CorelDraw, etc. would be an advantage;
  • Previous experience working with UN agency or in the field of development is considered as an asset.

Language Requirements:

  • An excellent command of both writing and speaking English and Urdu is required.
  • Knowledge of Pashto is highly desirable.
