Background

"Improved Public Service Delivery and Enhanced Governance in Rural Uzbekistan" is a joint project conducted by the Ministry of Justice of the Republic of Uzbekistan and the United Nations Development Programme (UNDP) funded by the European Union. The overall goal of the project to improve the quality of life of vulnerable sectors of the population in rural areas – such as women, youth and children, the elderly and people with disabilities – by enhancing their access to public services, and the quality of their provision. Equally, the project aims to strengthen citizen participation in the decision-making processes at the local level and increase their access to information, effectively increasing the transparency of the local governance system.

It also delineates a series of activities aiming at strengthening the capacity of local governments and citizens to monitor and provide feedback to Public Services Agency (PSA) for improving the performance of the Public Service Centers (PSCs) in public service delivery; effectively creating a quality control mechanism at the local level.

In addition, taking into account the Government’s recent legislative initiative that expands the powers of local authorities in formulating their budgets, this proposal also includes several activities intended to enable local governments to plan and manage their budgets effectively. It is expected that these activities will encourage wider local community engagement in the budget formulation process by systematically identifying local community needs and prioritizing local government interventions based on the environmental, social and economic concerns of local citizens.

Under the direct supervision of the Project Manager, Task Manager on Capacity Development will be responsible for the satisfactory achievement of the entrusted functions and tasks, as described below:

Duties and Responsibilities

  • Be responsible for the satisfactory achievement and implementation of the project component on enhancement of institutional capacities of the Public Services Agency, Ministry of Justice and associated agencies to develop plan, implement and monitor public service delivery;

  • Develops and implements institutional and capacity building plans, ensures regional replication, networking and knowledge sharing activities;

  • Support to building technical capacity of PSCs in pilot regions;

  • Analyses the implementation of project components, analyses problems that hamper their implementation and takes appropriate measures to ensure timely delivery of required inputs;

  • To lead the project activity on trainings, including distance learning programmes, advise on appropriate learning platform;

  • Lead effective communication and coordination of activities related to capacity development between UNDP, Government, Executing Agency and other stakeholders to ensure consistent service delivery and to follow up on matters related to project activities;

  • Work in close collaboration with the Government counterparts, UNDP to exchange information and ensure consistent service delivery;

  • Identify qualified local and international consultants and ensures timely delivery of services and payments as well as report to Project Manager on competition on assigned tasks;

  • Monitor learning results of trainings, compile and review training evaluation records;

  • Develop a light-touch but regular training programme for counterpart staff, targeting key knowledge or skills relating to training (e.g. through regular but informal sessions).

  • Identify and advise on the capacity development needs (in immediate and medium term) of the PSA and pilot regions PSC towards implementation of the national reform agenda and project objectives;

  • Lead project activity on introduction of an internship programme at PSA/PSC for university and college students;

  • Ensures that project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming);

  • Serves as a resource person on Capacity Development of PSA and PSC to showcase an exemplar model of public service delivery;

  • Participates in elaboration and execution of the Project’s Annual Plan of Activities, work plans, analyze emerging problems and propose adequate measures to ensure timely fulfilment of envisioned tasks;

  • Participates in planning and development of analytical reports, information brochures and other deliverables aimed at enhancing public awareness on e-Government development;

  • Plans and implements the component in accordance with the overall work-plan using both human and financial resources available in the most effective/efficient way;

  • Assists the Project Manager in identifying partnership strategies with other stakeholders, including fundraising for joint projects and initiatives;

  • Facilitates knowledge and best practice sharing between project, UNDP CO, PSA, Ministry of Justice, partner projects, government and other development partners, participate in relevant networks and meetings of practitioners;

  • Assist the Project Manager in preparation of work-plans related to the implementation of the activities in accordance with UNDP rules and regulations;

  • Organizes conferences, workshops and trainings on key issues related to business process reengineering in Uzbekistan;

  • Participates in elaboration and supervising execution of the Project’s Annual Plan of Activities, work plan, analyze emerging problems and propose adequate measures to ensure timely fulfilment of envisioned tasks.

  • Contributes to preparation/drafting of research and analytical papers planned within the Project;

  • Assists in arranging and accomplishment of international experts’ missions;

  • Performs other duties related to the scope of work of the Task Manager as required.

Required Skills and Experience

Education:

  • University Degree in Business Administration, Public Administration, Public Policy, Law, Economics, Development Studies, IT or any other related field is required; advanced university degree is an asset.

Experience:

  • At least 3 years of work experience in the field of organizational development, proven experience in developing and implementing capacity building programs for government agencies, project management in government or non-governmental organizations.

    Previous experience in international development organizations or private consulting companies on delivering capacity building programme on public service delivery is an asset

Language Requirements:

  • Proficiency in English, Russian and Uzbek;

Others:

  • Work experience in a development organization and co-operation with government entities, scientific institutions is an asset;
  • Strong organizational, networking, client-orientation and communication skills;
  • Initiative, analytical thinking, ethics and integrity;
  • Skills for using ICT as a tool and data source.
  • Good planning skills and understanding of government as service provider concepts.
