International Consultant - Implementing Partner Process Mapping

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is undertaking a revision of its Implementing Partner Management Policies and procedures with a focus on:

  • Effectiveness of governance
  • Adequacy of policies, procedurres and guidance
  • Effectiveness of internal controls
  • Economy and efficiency

UN Women would like to seek the services of a consultant to revise the Implementing Partner Management Policies, Procedures and Guidance.? Under the overall guidance of Chief, PSMU, the consultant will work under the direct supervision of the Head of Programme Support Unit and in close collaboration with a Core Advisory Group formed from relevant Units in UN Women HQ in New York and selected Field (Regional and Country) Offices.

Duties and Responsibilities

Scope of Work

In consultation with the Core Advisory Group, conduct end-to-end IP process mapping, risk assessment, document process flows, identify potential inefficiencies in process and controls; revise and consolidate them into one integrated principle-based framework. More specifically, the consultant will perform the following functions:

  • Review, revise and consolidate IP Management policies, procedures and guidance (including roles and responsibilities, accountability measures, and templates) into one integrated Business Process Framework
  • Review and recommend on the IP audit methodology to incorporate programmatic and financial risk-based auditing
  • Review and revise the effectiveness of internal controls in policies, procedures and guidance
  • Map the existing UN Women systems (including risks and controls) for management and reporting of the end-to-end IP management process and identify gaps in the current systems. During the mapping process, collect user requirements for potential update of a partner management system

Deliverables

  1. Detailed Workplan for the deliverables for the Consultancy
  2. Mapping of current IP Management Process (document and workflows) with process inefficiencies, risks and internal controls
  3. Draft Revised Policy, Procedure and Guidance Framework; including detailed Policies, Procedures, Templates, risks, controls for a coherent end to end, integrating principles-based framework
  4. Mapping of existing UN Women systems for IP Management including risks, controls and gaps and user requirement gathering of a potential update of partner management system.

Duration and Duty Station for the Assignment

The duration of the assignment will be six months. The position is home-based with regular Skype meetings with the relevant stakeholders. UN Women will provide all necessary information and will not provide a laptop to the consultant.

Fees and Schedule of Payments

The position will be remunerated based on an "all-inclusive lump-sum." The successful candidate will receive his/her payment, based on the following tentative payment schedule:

Percentage and Deliverable

  • 5% Approval of Workplan
  • 20% Mapping of Current End to End IP Management Process (as per Deliverable 2)
  • 40% Draft Revised Process and Systems Mapping (Deliverables 3 and 4)
  • 35% Upon approval of Deliverables 3 and 4

  • Excellent ability to write, speak and present in English;

Required Skills and Experience

Education: University degree in Business or Public Administration, law, economics or related field

Experience:

  • 15 years of relevant and progressively responsible management consulting experience, including substantial experience in business process design, guiding change and change management in the public sector on an international scale and analysis;
  • Working knowledge of mission-driven organizations and the UN system (experience working with UN Women would be considered an advantage);
  • Excellent ability and work experience in writing policy, procedures and guidance;
  • Experience in coordinating different units/department;
  • Experience in the usage of computers and office software package (MS Word, Excel, etc.)

Language: Excellent speaking and written English, other UN languages would be an advantage.
