Background

The Programme portfolio includes a suite of UNDP projects and initiatives which fall under the following categories: (i) Governance and Poverty Reduction and; (ii) Environment, Energy and Extractive Industries.

The Being LGBTI in the Caribbean: Reducing Inequality & Exclusion Experienced by LGBTI People (BLIC Project) falls under the Governance and Poverty Reduction portfolio. The Project is a partnership between UNDP and USAID which builds on the lessons-learned from the UNDP and USAID initiative Being LGBT in Asia[1]. The project aims to enhance knowledge, partnerships, and capacities of LGBTI communities, civil society and States to reduce human rights violations and negative attitudes towards LGBTI people in the Caribbean, with country level focus in Barbados, Dominican Republic, Grenada, Guyana, Haiti, Jamaica and St Lucia.  

The project aims to do the following: i) Strengthen the evidence base ii). Develop advocacy capacity and public information materials, and iii) Convene regional and national dialogues. These dialogues will bring together national decision makers from the executive, legislative and judiciary branches of government with LGBTI civil society organizations, their allies and other stakeholders. The project will draw on UNDP’s work on human rights in the Caribbean and experience in designing and implementing a similar ground-breaking regional initiative.

UNDP is seeking a Project Officer to support the implementation of the Guyana component of the Being LGBTI in the Caribbean Project.

The UNDP Country Office for Guyana is seeking a Project Officer to support the implementation of the Guyana component of the Being LGBTI in the Caribbean (BLIC) Project. The Project Officer will provide in country oversight to the roll out of project activities. The project will focus on key activities including a Being LGBTI national report, a national dialogue and capacity building initiatives. Candidates with knowledge and experience working with the LGBTI community, Gender and Human rights in the context of the Caribbean will be at a distinct advantage for consideration for this post.

The Project Officer will be engaged for a period of one year in the UNDP Guyana Country Office with the possibility of extension. Some overseas travel may be required to attend regional meetings/as required by the project.


Duties and Responsibilities

Summary of Key Functions:

  • Project Implementation
  • Financial Administration
  • Capacity building

Project Implementation includes but is not limited to:

  • Provide technical support to the implementation of the Project related activities;
  • Establish and maintain project documents which will include financial, programmatic and monitoring information;
  • Support logistic arrangements for meetings, workshops, engagements with stakeholders;
  • Consult with UNDP, RBLAC and Technical Teams, national partners and any other stakeholders deemed appropriate to support project implementation; and
  • Support the development of strategic briefs based on national dialogues and the being LGBTI Report.

Financial administration includes but is not limited to:

  • Proper control for payments and financial reports in keeping with UNDP rules and regulations;
  • Assist in the provision of documentation to support procurement and payment processes;
  • Ensure that grant funds are distributed and expended in keeping with the Work plans;
  • Support to spot checks, financial audits and financial closure of the project and ensure provision of requisite documentation; and
  • Participation in the trainings for the project staff on Finance.

Capacity building initiatives include but are not limited to:

  • Implementation of capacity assessments and development plans;
  • Coordination between regional organizations to support implementation of national and regional dialogues; and
  • Support the roll out of training and workshops to support capacity building for CSOs.

Results/Expected Output:

Upon completion of the Being LGBTI in the Caribbean project, the following results can be expected:

  • Capacity Assessment and Capacity Building plans for LGBTI CSOs;
  • Completion of the “Being LGBTI in Guyana” reports;
  • Strengthened collaboration and partnership between various stakeholders through national roundtables and sub-regional dialogues; and
  • Report on best practices for addressing common challenges and opportunities for advancing LGBTI rights and inclusion.

Required Skills and Experience

Education:  Associate degree or equivalent in a Social Science.  A University degree would be an asset

Experience:

  • Minimum of 4 years of professional working experience in supporting project or programme management/coordination;
  • Minimum of 2 years experience working with the LGBTI Community; HIV, Gender or Human rights in the context of the Caribbean;
  • Knowledge of financial and project management is required;
  • Previous working experience with a UN agency is an asset;
  • Excellent Knowledge of MS Office, database and internet use;
  • Proven understanding of the human rights concerns of LGBTI persons/communities; and
  • Strong commitment to the values and principles of the UNDP.
