Background

In the last 2-3 years the UNDP Armenia programme has grown in several directions, including in terms of local socio-economic development and innovation/acceleration and impact investment. Among others, the initiatives in acceleration have been pioneering concepts that have become a platform in UNDP across the globe. However, since 2014 the office has had only two functional portfolios: Democratic Governance (DG) and Sustainable Growth and Resilience (SGR).

In order to address the current needs of the Office in line with the strategic direction and implementation of programme objectives, it is essential to align the current structure of the Office Programme Unit with the de facto situation by establishing three national professional positions. This is even more important and timely considering that the CO is starting to roll out the design of the new CPD cycle, which goes together with the new UNDAF cycle, and in that regard proper capacities of the CO will be crucial for effective contribution and fulfillment of UNDP’s role of SDG integration and acceleration.  While one of the recommendations of the last CO Audit in 2018 was to consolidate the RMB functions in the Office.

The new position is aimed at effective implementation of the evaluation policies in the Country Office, design and planning of RBM in Programme and Project Development, provision of substantive technical support and advisory for RBM, planning, monitoring and evaluation.

The position will be focused on programme and project compliance to corporate requirements and contribute to the implementation and reporting of the UNDP CPD and UNDAF priorities and results. 

Duties and Responsibilities

Under the guidance and direct supervision of the Deputy Resident Representative, the RBM Analyst provides analytical and substantive technical support and advisory for Results Based Management, planning, monitoring and evaluation. The RBM Analyst contributes to the design, management, implementation and use of evaluations commissioned at the country office and helps to prepare trainings to improve the skills and practices in RBM, Planning, Results Oriented Monitoring and Development Evaluation. 

The RBM Analyst ensures programme and project compliance to corporate requirements and contributes to the implementation and reporting of the UNDP Country Programme Document (CPD) and the United Nations Cooperation Framework (UNCF) priorities and results.

The RBM Analyst also tracks results and applies the monitoring framework in line with prevailing internal monitoring guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.

  • Facilitation of knowledge building and knowledge sharing in the area of RBM and evaluation
  1. Participates and provides support to the implementation and design/planning of RBM in Programme and Project Development focusing on achievement of the following results:
  • Effective support to the CO Programme Units in application of UNDP´s corporate Results Based Management tools and systems, including into project document design, ensuring gender mainstreaming, sustainability/exit strategy, social and environmental standard (SES), etc.
  • Provision of support to the programme level results-planning, monitoring and reporting and coordinate CO inputs to the corporate systems such as the Strategic Plan Integrated Results and Resources Framework (IRRF) and the CO Integrated Work plan (IWP).
  • Facilitation of Project Appraisal Committee (PAC), in coordination with the Programme Managers/Officers,  Implementing Partners and stakeholders.
  • Effective support on the development and implementation of a framework for proper monitoring of indicators as designed in the Country Programme Document and the Country Programme Action Plan (CPAP) results framework, re-adjust targets and monitor progress. Preparation of inputs to the CPD reporting processes such as Country Programme Outcome Boards and Annual Reviews.
  • Effective preparation, coordination of input from Programme and Operations Units, compiling and drafting inputs to corporate planning and reporting tools, such as the Integrated Work Plan) and the Results-Oriented Annual Report (ROAR). Support in identifying and designing innovative and impact-oriented tools for donor reporting.
  • Undertaking desk research for relevant data in support of IRRF updates, outcome reporting and the CPD Monitoring & Evaluation framework updates in collaboration with the Programme Units and data source agencies.

2. Effective implementation of the evaluation policies in the Country Office, focusing on achievement of the following results:

  • Facilitation in the planning, preparation and management of thematic & country programme evaluations;
  • Drafting Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participate in selection of consultants and evaluation teams, provide technical feedback on evaluations;
  • Provision of guidance on implementation of UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team;
  • Provision of technical support at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages;
  • Effective coordination and support the organisation of evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes;
  • Effective support to design and implementation of effective risk management and early warning platforms for the CO;
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan;
  • Reviewing past evaluation and ROARs in order to identify lessons learned and advising Programme team on Results oriented M&E strategies/plans, including Results-Oriented Annual Report.
  1. Facilitate knowledge building and knowledge sharing in the area of RBM, focusing on the achievement of the following results:
  • Undertaking desk research on RBM training and liaise with the internal network of experts in order to help develop training materials on RBM, planning and M&E specific to the needs to the region and Cos;
  • Identification and documentation of key lessons derived from evidence monitoring, reviews and evaluations on what works, what does not work;
  • Active contribution to the development and adaptation of tools and guidance as well as training materials and manuals in RBM and evaluation and support their use for capacity development of CO staff;
  • Improved capacity of the CO in the adoption and use of RBM techniques and tools.
  • Active contribution to relevant knowledge networks and communities of practice and dissemination of network information;
  • Active coordination and facilitation for results-oriented monitoring and evaluation trainings in the Country Office.

Required Skills and Experience

Education:

Master's degree in Economics, Business Administration, Public Administration, Political Sciences, Social Sciences or related area. 

Experience:

Up to 2 years of relevant experience at the national or international level. Some experience in research and policy-level analysis, design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for data analysis.

Language Requirements:

Fluency in English and Armenian.
