Organizational Setting
The International Plant Protection Convention (IPPC) is an international agreement on plant health with over 180 contracting parties, which aims to protect the world's cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization of the United Nations (FAO). The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC's mandates. The IPPC is also the implementing organization of the International Year of Plant Health (IYPH) with FAO.
The Project Officer reports to the Senior Agricultural Officer, Integration and Support Team Leader and maintains regular contact with the IPPC Secretary, the office of the Assistant Director-General of the Agriculture and Consumer Protection Department as well as the Partnerships Division and Office of Corporate Communication.
Provides operational support and advice for results-based governance work of the IPPC Secretariat in relation to the International Year of Plant Health, in particular to technical officers, government officials and partner organizations.
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.
• Researches and analyses technical-related issues on the development, the implementation and evaluation of assigned programmes/projects; assists to the review of relevant documents and reports;
• Produces a variety of technical information, data, statistics and documents as well as technical input for reports and web pages;
• Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Oversees the updating of databases and web pages;
• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Performs other duties as required.
Specific Functions
• Serves as Secretariat focal point for the International Year of Plant Health International Steering Committee (IYPH ISC), and liaises with representatives of FAO members and partner organizations to ensure its smooth operations;
• Supports promotional activities and technical campaigns of the International Year of Plant Health (IYPH) in cooperation with the IYPH Secretariat;
• Contributes to the development and implementation of the IYPH action plan in cooperation with the IYPH ISC and Secretariat and coordinates follow-up actions to be taken post-2020;
• Supports the organization of the IPPC-led events included in the IYPH action plan;
• Supports the organization and successful delivery of the Ministerial-level Fifteenth Commission on Phytosanitary Measures (CPM-15) in April 2020, and other IPPC governance meetings including the CPM Bureau and Strategic Planning Group;
• Organizes webinars or face-to-face meetings aimed at increasing awareness of the importance of plant health and supporting the implementation of the IYPH action plan;
• Liaises with academia, UN agencies and private sector organizations interested in supporting the IYPH on behalf of the IPPC Secretariat;
• Represents the IPPC Secretariat at IYPH-related meetings with partners.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
• Advanced university degree in political sciences, business administration, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or a related field;
• Five years of relevant experience in technical cooperation's related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, fishery, forestry, monitoring and evaluation of policies and programmes;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
