This vacancy is advertised for two recruitments under Temporary Appointment for initially 3 months.


ORGANIZATIONAL CONTEXT

The Snr Field Assistant is normally supervised by the (Snr) Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

FUNCTIONAL STATEMENT

Accountability

- UNHCR office has sufficient administrative and local support for the field activities thus better able to meet the needs of persons of concern.
- UNHCR's policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).

Responsibility

- Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.
- Undertake other relevant duties as required.

Authority

- Liaise with local authority counterparts, partners and populations of concern.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of the Secondary Education with post-secondary training/certificate in Business Administration, Law, Political Science or related field.
- Minimum 5 years of previous job experience relevant to the function.
- Computer skills.
- Excellent knowledge of English and working knowledge of another relevant UN language or local language.

(In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.)

- Completion of UNHCR learning programmes or specific training relevant to functions of the position. Shortlisted candidates will be required to sit for an oral interview. REMUNERATION
A competitive compensation and benefits package is offered. The monthly net salary is between TRY 5,072 and TRY 6,366 depending on relevant experience, dependency status and language proficiency. ======================================================================================================== Within the Durable Solutions Framework and in line with the Comprehensive Protection and Solutions Strategy: Protection Thresholds and Parameters for Refugee Return to Syria, UNHCR is engaging in a number of preparatory activities with regards to the return of the Syrian refugee form Turkey into Syria. These focus on strengthening refugee voices in the planning process, improving the humanitarian community¿s understanding of return, trends, dynamics and conditions, ensuring this information is available as a service that spontaneous returns are happening based on voluntary bases and, in addition, identifying and addressing return obstacles when feasible. UNHCR in Turkey operates through a branch office in Ankara, with field offices in Gaziantep, Istanbul and Van, as well as field presence in several provinces within Turkey.
The Law on Foreigners and International Protection and secondary legislation incorporate provisions regulating voluntary return procedures and support offered to Directorate General for Migration Management (DGMM) aims to strengthen the procedural safeguards to enable that returns take place on a voluntary basis through a well-informed decision. In preparation of return, DGMM and its partners could cooperate in addressing some of the obstacles identified, such as access to updated civil documentation prior to spontaneous return and ensuring that education and other professional skills are documented and that respective certificates are available in Arabic language, so that eventually they could be considered upon return.
In collaboration with DGMM at Ankara level and the respective Proventil Directorates of Migration Management (PDMM) offices at provincial levels, UNHCR is currently monitoring voluntary returns in several PDMM offices across Turkey and plans to extend to new locations. Voluntary returns monitoring activities are implemented directly by UNHCR staff and take place in PDMM offices.
The Senior Field Assistants placed in various locations report to the head of office Ankara, in consultation with the Senior Protection Officer and under the overall supervision of the Head of Office. The positions will be in the Ankara and within the Field Unit with regular movement amongst the various regional PDMM offices, based on the volume of returns is expected.  
The Senior Field Assistant is relied upon to contribute to the advancement of return monitoring activities and ensuring the voluntary return database is updated on timely fashion. The incumbent should implement the voluntary return programme, in compliance with requisite guidelines. The closing date is 15 November 2019.
