Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Based in Abu Dhabi, the UN Women–UAE Liaison Office for the GCC works to strengthen partnerships, mobilize resources and raise awareness to advance UN Women’s key priorities in the UAE, GCC countries, and beyond. The office is the first of its kind in the GCC and is one of six UN Women liaison offices in the world.

The key priorities of the office are:

  • enhance coordination between different sectors to drive the mandate of UN Women in the UAE and GCC countries;strengthen partnerships to drive Sustainable Development Goal 5 on advancing gender equality;
  • further the women, peace and security agenda; and
  • realize progress on the women’s economic empowerment agenda in the UAE and GCC.

In order to advance its WPS agenda, the office intends to implement the following activities:

  • The CONSULTATIVE DIALOGUE on Women Peace and Security: From Resolution to Accountability and Leadership is organized by the Ministry of Defense in close partnership UN Women-UAE Liaison Office for the GCC and the General Women’s Union.
  • Sharing experience of other countries who has developed NAP on 1325 and conduct raising awareness activities on the importance of developing a NAP with Governmental and Non-Governmental stakeholders.
  • High-level meeting on women, peace and security for the 20th anniversary of security council resolution 1325.
  • Military and WPS training for participants from 10 countries

UNWomen GCC office seeks to hire a WPS Consultant to provide technical expertise to the implementation of the women, peace and security agenda in UAE.

Duties and Responsibilities

  • Develop a roster of experts, advocates and decision-makers on Women Peace and security agenda in strategic organizations and institutions in UAE and worldwide, and continue to build it out to include speakers, meeting participants and other relevant stakeholders.
  • Draft concept notes and define the methodology to implement the above-mentioned activities. 
  • Contribute to organizing the WPS events including by preparation of promotional materials, key messages, invitations, drafting briefing notes and logistics notes.
  • Coordinate with partners to develop communications plans for the events. 
  • Contribute to the development of knowledge products and other materials to disseminate at the events.
  • Provide strategic advice and technical guidance on WPS to the office.
  • Document process and collect participant's products during events. Based on this documentation develop comprehensive reports capturing full event 's production, lessons learnt from debriefings as well as final recommendations.
  • Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as requested.
  • Ensure effective coordination and communication among UN partners, national counterparts and stakeholders on Women, Peace and Security agenda.
  • Identify and build partnerships and mobilize resources within the context of Women, Peace and Security.
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, and cross partner learning and sharing, and capacity development initiatives; develop training materials and workshops, as necessary.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

Experience:

  • At least 7 years of experience working with Governmental and Non-Governmental stakeholders on conflict prevention, women, peace and security and peacebuilding.
  • Demonstrated knowledge of WPS concerns.
  • Ability to produce research, policy papers and training materials on WPS concerns.
  • Experience working with UNWomen and UN is an asset.
  • Experience in training various stakeholders on WPS.
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.

The Application Should Include

  • Financial Proposal: Specify a total lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (per deliverable, all travel costs, per diem any other possible costs as relevant);
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.
  • Management and financial arrangements
  • Payment Will Be Disbursed on monthly basis and upon Submission of a monthly approved report and certification of payment.

Evaluation process

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal.  The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least 7 years of experience working with Governmental and Non-Governmental stakeholders on conflict prevention, women, peace and security and peacebuilding.
  • Demonstrated knowledge of WPS concerns.
  • Ability to produce research, policy papers and training materials on WPS concerns.
  • Experience working with UNWomen and UN is an asset.
  • Experience in training various stakeholders on WPS.
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
