Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office; in leading work on all aspects of the conflict cycle, and supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The Communications Network Programme within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC, and other political bodies, by providing the technical means for secure communication between participating States in order for them to meet their international commitments.

Tasks and Responsibilities    
     
   

Under the general guidance of the Director, Conflict Prevention Centre (CPC), as the Senior Communications Network Officer, you will be carrying out the following functions:

  1. Managing the Communications Network Unit and acting as Programme Manager of the Communications Network Unified Budget Program; 
  2. Initiating, administering, and overseeing major contracts for the unit on behalf of all delegations;
  3. Providing administration, planning as well as technical and strategic guidance of the OSCE Communications Network in keeping with OSCE politico-military commitments in direct support of delegations;
  4. Liaising, co-ordinating and providing technological, communication and security guidance, recommendation and support to other sections of the Conflict Prevention Centre  in support of their efforts and mandates, particularly with assistance to Field Operations and their technological requirements;
  5. Liaising, co-ordinating and providing technological, communication and security guidance, recommendation and support to OSCE Executive Structures  to support the secure exchange of information between participating States on cross-dimensional issues;
  6. Providing strategic guidance and leadership pertaining to technology-, communication- and security-related issues to units across the OSCE; 
  7. Evaluating, identifying and implementing (where appropriate) policy and solutions to enhance the Organization’s business processes, technological capabilities and communications;
  8. Liaising with other International Organizations  to co-ordinate on similar efforts, reduce the overlapping of services and to provide more efficient resource management for the participating States;
  9. Working in conjunction with and co-ordinate with the OSCE’s Information and Communication Technology Service (ICTS) and the Information Security and Co-ordination (ISC) on all aspects of technological integration, information management and security, and standardization of services;
  10. Representing the Director of the CPC on Technical Advisory Boards across the organization to act on the best needs of the CPC and the organization. These boards may include the ICT Steering Committee, the Information Security Advisory Board, Working Group on Data Protection, Common Regulatory Management System (CRMS) and the Evaluation Network;
  11. Performing a variety of related duties, as required.

Necessary Qualifications    
     
   
  • Second-level university degree in engineering or an equivalent field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • At least eight years of practical and technical experience;
  • Proven managerial experience; 
  • Experience in arms control policies and procedures;
  • Specialization in information technology and advanced computer skills;
  • Extensive knowledge of arms control policies; 
  • Professional fluency in the English language, with high level of oral and written communications skills;
  • Excellent drafting skills;
  • Proven display of presentation, diplomatic, and negotiation skills, as well as tact and discretion in interacting with clients;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relations with people of different national and cultural backgrounds;
  • Knowledge of Russian and other OSCE languages is highly desirable.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,701, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
