The European School for the Eastern Partnership in Georgia Project

“The Eastern Partnership European School” Project implemented by the UNOPS is the first phase of a wider initiative by the European Commission (EC) for the six Eastern Partnership countries - Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine - a flagship Project and one of the "Eastern Partnership - 20 Deliverables for 2020", to address the needs of youth, focusing on the secondary education.

The Eastern Partnership European School offers high quality education to pupils from partner countries to increase their educational and employment opportunities, fostering co-operation, multi-cultural understanding, tolerance, and fundamental values, and promoting a better understanding of the EU and its engagement in the region. In this phase, a partnership with an existing Tbilisi (Georgia) based school will be developed, which can serve as a launch pad for the European Neighbourhood School roll-out. The gradual approach also favours further development and improvement of the school's operations and educational offer over time. Through the Project, a new dormitory style boarding facility is foreseen to be constructed, equipped and become operational subject to final site choice and ownership approvals.

Functional Responsibilities

The Communications Senior Officer will be responsible for provision of specialised support to the Project Manager in preparation and finalisation of communication documents, including communications strategy, reports, briefing and research documents, media releases, stories and other written content for website and social media channels project success stories and other publicity material, organisation of events, development and implementation of the digital media outreach plans. Most of the materials will be prepared in English, while some documents will be in Georgian language.

The Communications Senior Officer will undertake, but not be limited to, the following tasks/duties:

Communications

  • Support the development and implementation of the project Communications Strategy and action plan;
  • Identify the best channels for information dissemination in six target countries by means of popular media/information platforms (webpage of the partner school, Facebook, Instagram, Twitter, YouTube etc.), printed materials, press releases, articles, video documentaries etc.;
  • Manage the social media platforms, including promotion of the Call for Scholarships (CfS) through selected social media channels in six target countries.
  • Meet and consult with the project counterparts, stakeholders and beneficiaries to ensure their views are captured in outreach activities;
  • Take a lead in organization of visibility, publicity and outreach activities
  • Contribute to identifying new and creative ways to enhance promotion and outreach of the information, scholarship materials and other deliverables;
  • Work together with the Graphic Designer to conceptualize, develop layout, format and design all promotional materials and activities agreed as part of the communication strategy;
  • Travel to the six target countries to support promotion and advertisement of the scholarship call locally and distribute scholarship materials and media adverts as necessary and if requested;
  • Provide assistance in drafting and finalising texts for website, project success stories and other publicity material;
  • Edit and proofread publications, media and other communications materials;
  • Organise production of the audio-visual content with the selected contractor(s);
  • Ensure full compliance of project communications activities with donors’ guidelines and requirements;
  • Provide support in the organisation of high profile events and donors’/VIP visits, press conferences/public and other events;
  • Provide qualitative and quantitative analysis of media monitoring, for both internal and external use;

Reporting:

  • Prepare briefs, talking points, key messaging for discussions with partners in key coordination meetings to discuss data, trends analysis and any identified gaps and/or needs observed;
  • Provide assistance in drafting and editing reports for donors;
  • Drafting report inputs on political and socio-economic trends and conditions in six target countries;
  • Provide assistance in drafting background analysis and/or briefing documents as requested;
  • Document and report activities highlighting progress on the communications activities.

Research:

  • Obtain the information, analyse and prepare reports about activities of key stakeholders.
Perform any other task reasonably requested by the Project Manager.

Education/Experience/Language requirements

Education.

  • Advanced University Degree preferably in communications, journalism, public relations, international relations or a related field is required
  • University Degree (bachelor’s degree/first level) with a combination of two additional years of relevant professional experience may be accepted in lieu of the advance university degree

Work Experience.

  • Two years (or more based on academic credentials) of relevant work experience in communications, public relations, media or journalism is required
  • Experience with international organisations is desirable but not mandatory
Language requirements
  • Fluency in written and spoken English is required
  • Fluency in written and spoken Georgian is required
  • Fluency in written and spoken other Eastern Partnership countries languages would be advantage (Russian, Ukrainian, Armenian, Azeri, Belarussian, Romanian)

Contract type, level and duration

This is a local position, it is therefore open to Nationals of Georgia and to individuals who have a valid residence/work permit.
