Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
The UN Women Burundi Strategic Note 2019-2023 aligns with the UN Women Global Strategic Plan 2018-2021, the National Development Plan 2018-2027, the National Gender Policy (NGP) and the UNSC Resolution 1325 2017-2021 Action Plan, the UNDAF (2019-2023), and the draft UN Resilience Framework. It translates UNW’s triple mandate to achieve lasting GEWE results, building on its comparative advantages.
 
The Strategic Note prioritizes three Outcomes: (i) Women Peace Mediators (WPM) and other gender advocates participate in, and influence conflict prevention and conflict resolution decision-making processes and responses in an enabling environment; (ii) Women, including those in refugees/ IDPS camps and other vulnerable situations, experience enhanced safety, security, physical and mental health, and their human rights respected in conformity with ratified regional and international instruments. (iii) Women and girls participate in and benefit from socio-economic recovery opportunities in the context of peace and resilience-building.
 
Since April 2015, the socio-political and economic situation in Burundi has led to the displacement of many Burundians and caused a sharp decline in economic activity, living conditions and food security. Humanitarian situation in Burundi is also caused by a combination of natural factors such as landslides, floods, droughts, etc. As of March 2018, more than 173,000 Burundians are internally displaced, while approximately 428,000 refugees in nearby countries, including Tanzania, Rwanda, the Democratic Republic of the Congo (DRC) and Uganda. Additionally, violence in eastern DRC has driven roughly 65,000 Congolese refugees into western Burundi. Following an agreement between Burundi, Tanzania, and the UN High Commissioner for Refugees in August 2017, tens of thousands of Burundian refugees have voluntarily returned. The UN anticipates a further 54,000 will return by the end of 2018. Many displaced and returnee populations face challenges in accessing land to farm and other means of income generation; as a result, they continue to depend on external assistance. They face food shortages and a lack of basic services, such as health care, water and sanitation. Women and girls suffer disproportionately, as they bear additional financial and domestic responsibilities to look after their families, and endure violence and insecurity.
 
The Gender and Humanitarian Analyst -JPO will facilitate and strengthen capacity and leadership of the humanitarian Country Team to undertake and promote gender-sensitive humanitarian programming to ensure the distinct needs of women, girls, boys and men of all ages, are taken into account.

Content and methodology of supervision

  • The JPO will receive structured guidance by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • The JPO and supervisor will develop an annual workplan based on the initial assessment of the JPO’s capability and strengthens, with clear results and performance indicators;
  • The JPO will receive mid-year and year-end performance feedback, the periodicity of feedback in between will be determined based on the degree to which the JPO can work independently;
  • The JPO will participate in regular Programme Team meetings and retreats to ensure alignment of individual workplan with the overall office workplan and priorities.

Duties and Responsibilities

Technical support to UN Women’s work on engendering humanitarian action in Burundi

  • Provide coordination support to the UNHCT on gender mainstreaming in Humanitarian action (all sectors) \, in collaboration with OCHA;
  • Provide technical support to guarantee effective integration of gender throughout the humanitarian programme cycle (HPC) including support to the development of humanitarian needs overview (HNO), humanitarian response plan (HRP), Gender marker coding and project vetting.
  • Support UN Women’s engagement in existing humanitarian coordination sectors and clusters including the Gender Based Violence Subgroup, the inter-cluster coordination group (ICCG) , Nutrition Network, WASH and the protection cluster;
  • Facilitate, coordinate and advocate for the implementation of sector-by-sector gender sensitive humanitarian programming in accordance with the IASC Gender Handbook and the IASC Guidelines for GBV Interventions in Burundi;
  • Select priorities based upon an initial assessment of support needs identified in discussion with the Humanitarian Country Team, cluster/sector leads and key stakeholders;
  • Facilitate planning, coordination, implementation, monitoring and evaluation of the mainstreaming of gender-sensitive humanitarian programming in collaboration with the Humanitarian Country Team and with each cluster/sector of humanitarian response;
  • Provide leadership and support on gender-sensitive humanitarian programming to humanitarian actors, including cluster leads, enabling them to fulfil gender commitments as articulated in the Humanitarian Coordinator and Cluster Lead Terms of Reference. 
  • Continue to work towards improved participation of women’s organizations in humanitarian architecture;
  • Assist in the implementation of joint action plans between UN Women and other UN Agencies on humanitarian work, as need may arise (UNFPA, UNHCR, UNICEF, WFP and OCHA);
  • Support in the implementation of the UNDAF Outcome 3 on gender, youth and social protection as may be required to respond to humanitarian needs.

Support to resource mobilization and partnership building

  • Assist in identifying opportunities and contribute to resource mobilization efforts for gender and humanitarian targeted projects;
  • Contribute to drafting UN Women’s project submissions to the (HPC) and other humanitarian funding mechanisms;
  • Draft concept notes and project proposals that address humanitarian gender needs and priorities in Burundi;
  • Support the development of partnerships with civil society and women’s organizations for key humanitarian and recovery programming initiatives;
  • Provide technical support to women’s organizations in drafting project submissions to the HPC and HPF.

Support to the implementation and management of gender focused humanitarian projects

  • Work closely with the UN Women humanitarian team in Burundi to support planning, implementation and monitoring of gender focused humanitarian projects;
  • Conduct field visits to project sites and report on progress and challenges accordingly;
  • Review the submission of implementing partners’ financial and narrative reports as required;
  • Draft donor reporting and input to the annual reporting exercise as needed. '

Support advocacy, capacity development and knowledge building on gender in humanitarian action

  • Support the development of advocacy material on gender in humanitarian action in Burundi;
  • Support UN Women’s advocacy efforts to help raise awareness and drive action in addressing gender-based vulnerabilities through coordination and programming efforts;
  • Work closely with UN Women humanitarian team on providing partners with capacity development on engendering humanitarian action;
  • In cooperation with UN Women communication team, assist in developing data analysis and briefs to be included on OCHA websites and relevant humanitarian forums;
  • Support the communication team in updating the UN Women’s website with information on UN Women’s work on gender in humanitarian action;
  • Develop and deliver a short training on gender in humanitarian action to new UN Women staff as part of the induction package;
  • Actively participate in the humanitarian advocacy working group and advise UN Women humanitarian team of opportunities for targeted advocacy.

Other 

  • Actively participate in EVAWG thematic group meetings and provide an update on UN Women’s work on gender and humanitarian action;
  • Perform other duties as deemed necessary.

Required Skills and Experience

Education

  • Master’s degree or equivalent in Social Studies, Development Studies, related field
  • A project/programme management certification would be an added advantage

Work Experience

  • A minimum of 2 years of paid working experience in a relevant field, preferably with a strong background in gender in humanitarian action;
  • Experience coordinating and liaising with government or UN agencies and/or national institutions on gender equality and gender mainstreaming preferably in a conflict setting is desirable;
  • Experience in Burundi country is an added value.

Language

  • Knowledge of the other UN official working language is an asset.
