The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

Overall purpose of the role:

Provides overall advice, coordination, and support to Human Resources staff in the Country Office. Ensures efficient support and/or technical guidance to the program in accordance with existing DRC policies and procedures. Ensures compliance to DRC procedures and guidelines within the country. Contributes to the development of country strategies, which are translated into action plans and day-to-day tasks.

 MAIN DUTIES & RESPONSIBILITES

Responsibilities:

Team management:

  • Responsible of the day-to-day supervision and management of the Human Resources team.
  • Contributes to the recruitment and performance appraisal of the Human Resources team members.

Recruitment and people planning

  • Assists in the recruitment of International positions ensuring compliance with DRC rules and policies.
  • Oversees and participates in the recruitment process for national positions ensuring compliance with DRC rules and policies and DRC Bangladesh recruitment SOP.
  • Oversees the onboarding/ offboarding of staff (including but not limited to: Induction, Access to Dynamics and DRC portals, relevant onboarding trainings, clearance, email and Dynamics Accounts deactivation) and ensuring the processes are done properly.
  • Acts as the focal point to receive and review new vacancies and ensure their alignment with the new position structure of DRC (PETT Policy)
  • Keeps an updated tracker of the national staff contracts and coordinate with respective managers regarding non/extension before contract’s expiry. 
  • Provides technical support to HR team and relevant users for smooth functioning of HR talent management system in country office.

Performance and staff well-being

  • Leads the performance development process, designs & implements effective training and development plans based on the outcomes and promotes the DRC e-Learning Catalogue.
  • Leads people well-being initiatives
  • As required, the HR Team Leader will support in managing performance counselling, employee grievances and disciplinary issues

Payroll and compensations & benefits

  • Supervises the entire process of payroll and income tax calculation.
  • Liaises with payroll system service provider to update the ongoing changes and maintain smooth functioning. 

Human Resources Policies and Support

  • Reviews periodically the filling’s quality of the personal files according to the checklist.
  • Assists the Admin/HR manager in updating Staff Human Resources Handbooks when required.
  • Assists the Admin/HR Manager in establishing relevant SOPs to act as guidance for HR processes.

DRC Dynamics:

  • Reviews the quality of the data entered in the ERP system and regularly clean the data on Dynamics.
  • Participates in the design of a Dynamics training plan and its implementation at country level.
  • Responsible to organize Dynamics HR light user and heavy user trainings.
  • Orients new staff on performance management/ development process and probation period assessment in DRC Dynamics.
  • Follows up technical and functional issues in the system on behalf of Bangladesh users.
  • Provides technical support to rollout DRC Dynamics Human Resources Module in country.

Others:

  • Proactively pursues continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery
  • Any other duties relating to the nature of the job as requested by the Manager. ​

SKILLS AND EXPERIENCES

  • At least 3 years of related work experience in Human Resources in a very busy INGO environment.
  • Knowledge of Human Resources concepts, practices, policies, and procedures.
  • Ability to show flexibility in response to change and accommodate new methods and procedures.
  • Able to maintain confidentiality.
  • Possess strong analytical and conceptual skills.
  • Proven management Skills.
  • Good reporting skills.
  • Knowledge of working in challenging environments.
  • Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours.
  • Proven ability to prioritize tasks, meet deadlines and work with limited supervision
  • Proactive, stable and robust character and a good team player.
  • Excellent communication skills, calm and a good sense of humor.
  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels. 

Education: (include certificates, licenses etc.)

  • Bachelor’s Degree in Business Administration, and or any relevant subject.

Languages: (indicate fluency level)

  • Fluent in written and spoken English. 
  • Can speak Chitagonian and Bangla
