Background

The UN Women Finance Section is responsible for proactively ensuring accurate, timely and relevant financial management of all UN Women’s resources and funding. 

UN Women Finance Section has a responsibility to continue work on enhancing financial management capabilities, policies and procedures and require the services of a consultant to work on the following key deliverables for the Organization. 

Under the supervision of the Deputy Director of Financial Management, and assigned Finance Section Unit Heads, the Finance Analyst will focus on the following tasks:

  • modernizing and streamlining UN Women’s financial training modules, including Induction Trainings;
  • creating a series of UN Women Accounting technical tests which are administered to all Finance candidates applying for positions in the organization;
  • assess and recommend outsourced service options for UN Women’s Vendor Management (Creation and Approval), in partnership with UN Women’s Procurement Section;
  • provide data analytics services for improvement of financial management reporting;
  • support various financial management projects through data validation;
  • provide support to Finance Section during year-end closure and audit preparation period;
  • facilitate review of all financial management policies and procedures to ensure relevance and current status; and
  • support Finance Section during extended absences of team members.

Duties and Responsibilities

Finance Training materials:

  • Update existing Training Manual materials for Finance Section
  • Add new business processes which have not been included
  • Review (with business owners) all existing processes to ensure training is in line with Finance Manual etc.
  • Liaise with Regional and Country Offices Finance staff to ensure content is relevant and usable
  • Ensure consistent and cohesive content
  • Assess and recommend options for computer-based training

Induction trainings:

  • Prepare Induction Trainings for Representatives, Operations Manager, Programme Manager, Finance Specialist and Finance Associates

Accounting Tests:

  • Update UN Women Accounting technical tests:
  • Create relevant and distinctive questions, tasks and/or scenarios which can be easily modified and/or updated to ensure unique Accounting Test can be administered to candidates
  • Ensure they are applicable to different staffing grades (G and P grades)
  • Assess and recommend options for computer-based testing

Vendor Management:

  • In partnership with Procurement Section, review current market options for outsourcing of Vendor Management (creation and approval), including due-diligence and cost effectiveness of available solutions.

Finance Policies, Procedures, Guidelines and Finance Manual:

  • Perform review of existing documents;
  • Add new business processes which have not been included
  • Review (with business owners) all existing processes to ensure relevance and current status of screen shots, links to PPG etc.
  • Liaise with Regional and Country Offices Finance staff to ensure content is relevant and usable
  • Ensure consistent and cohesive content

Data analytics and financial management projects:

  • Perform services of:
  • review existing management reporting and recommend changes in format;
  • provide data analytics services for improvement of financial management reporting;
  • support various financial management projects through data validation

Accounting services:

  • Perform accounting services of:
  • provide support to Finance Section during year-end closure and audit preparation period; and
  • support Finance Section during extended absences of team members

Required Skills and Experience

  • University Degree or Masters in Accounting
  • Chartered Accountant or CPA would be desirable
  • Minimum 2 years working experience as Accountant
  • Previous experience in PeopleSoft environment would be an advantage
  • Experience in the usage of office software packages (MS Word, Excel, etc) and knowledge of database packages, working experience in web-based ERP financial systems/
  • Experience working in teams
  • Excellent organizational skills and sound judgment
  • Strong sense of initiative and ability to prioritize and work independently
  • Ability to write and present information in a clear manner
