DRC Jordan is looking for a qualified Partnerships Coordinator has the overall responsibility of delivering DRC’s Partnership Strategy across Jordan in collaboration with the programme teams. This includes mapping and positively positioning DRC with new and existing partners, assessing partner’s operational and programmatic capacity, developing capacity building plans jointly with the partners, facilitating partners engage in project design and development and supporting them to deliver high-quality programmes. This role will also ensure partners understanding and use of accountability frameworks, including maintaining compliance with donor regulations.  .

 

 

About the job

The individual will report directly to Head of Programmes. Your main duties and responsibilities will be:

 

  • The Partnerships Coordinator is responsible for supporting the quality of DRC’s partnerships portfolio across Jordan.  S/he has the overall responsibility to review, and oversee the process flow for partnerships managment across DRC in close coordiantion with project and support function teams.
  • Timely review, update and roll out DRC’s Partnership Strategy
  • Focal point for the development of partner’s proposals (facilitating their enagement in project design and collecting and analysing partners’ narrative inputs and budgets) and liaise with relevant programme team to ensure relevance
  • Oversee the facilitating and coordinating of all aspects of a partnership in the program and project cycle in collaboration with programme and support teams, including:
    • Partner mapping
    • Joint capacity assessment
    • MoU, budget and contract development
    • Development of capacity building plans and follow-up
    • On-going monitoring for partner implementation progress
    • Financial reporting follow up
    • Phase out plans
  • Lead management of the search, scoping and assessment process for NGO and CBO partners to support the delivery of DRC programmes in Jordan through coordination with partnerships focal points on field level.
  • Oversee the development of integrated capacity building plans for all partners in collaboration with programme teams (Protection and Livelihoods) and support teams (Finance, HR and Procurement) and ensure that these plans are implemented in a timely and effective manner.
  • Oversee the quality of the provision of regular technical, operational and compliance capacity building and training for partners, drawing on DRC expertise. Training topics may include things like: Code of Conduct, Core Humanitarian Standards, Safety, M&E and beneficiary feedback mechanisms, Finance, Procurement, Protection, proposal development and donor relations.
  • In coordination with DRC and Partner Project Managers, ensure that all partners have collaboratively developed project workplans and that these are implemented in an effective manner.
  • Work with the DRC departments in the field and on national level to ensure effective integration of DRC partners into DRC programme strategies.
  • In close coordination with the MEL team, ensure that partners are being monitored for progress against deliverables and their capacity building plan, as well as against donor compliance and internal DRC procedures, and develop monitoring tools tailored for the partners’ needs.
  • Responsible for finalizing all partnership documents (MoU/contract, project documents etc.). Maintain and ensure proper filing of partner related documents and coordinate with Finance and Programs on partner agreements filing and maintenance.
  • Responsible of organizing briefing/trainings on DRC operating procedures, tools and donor requirements, in collaboration with Finance team (especially at the beginning of the partnership)
  • Responsible of ensuring partnership management within the grant lifetime (proposal, revisions, reporting, instalments).
  • In close coordination with the Finance department partnerships’ focal point, monitor the timely submission of accurate financial reports and regularly review and share partners’ financial forecasts.
  • Support the submission of timely, accurate and well-written donor reports and other reporting requirements of partner components.
  • Lead the review of DRC Jordan’s partnership strategy – in close coordination with HOP and CD - in compliance with CHS standards and DRC strategy and planning documents (Country Action Plan, Result Contract Framework). Ensure strategy is up to date and up to date with the localisation agenda and innovation in partnership practices.
  • Conduct regular monitoring visits to partners field offices/areas of operation to identify challenges and elaborate solutions.
  • Sharing learning between DRC and partners.
  • Ensuring that a positive and mutually respectful relationship is maintained as all times bewteen DRC and partners and addressing any issues as they arise.

  • DRC’s capacity building toolkit (Specific for Protection);
  • DRC’s training packages (Finance, Procurement and HR);
  • DRC’s operational capacity building assessment tools;
  • DRC’s partnership strategy;
  • DRC’s partnership policy and toolbox.

Other:

  • Contribute to country strategy planning.
  • Undertake other requirements as required by the line manager.

 

 

About you

Undergraduate degree in international relief and development, social sciences, public health, statistics/research methods or related relevant field. Master’s Degree is highly regarded.

 

Required / Desirable

 

  • 5 to 10 years of experience in international organizations and humanitarian settings, specifically in capacity building, grants and reporting.  Skills and experience in managing and coordinating with multiple partners concurrently is highly regarded;
  • Previous experience in working with Syrian refugees, experience in operational capacity building of CBOs, and experience in developing an operational capacity building toolkit all strongly regarded;
  • Strong level of computer literacy (Microsoft Word, Excel and Power point);
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Experience in developing tools, manuals, training modules and plans for the purpose of capacity building and project management;
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
  • Flexibility in working overtime when needed.
  • Previous experience of implementation of projects through sub-grantees
  • Project management ‘all-rounder’ who has experience across technical and operational aspects of a program, budget experience and experience with effective planning, monitoring and follow up of projects
  • Developing capacity building plans.
  • Fluent in written and spoken English & Arabic
