Overall purpose of the role:
To help develop the newly established Regional Office in Tunis and to provide professional guidance and support to DRC’s country operations within the North Africa Region.
The Regional Human Resources Manager is responsible for ensuring that DRC's human resource management strategy and functions are carried out effectively across the North Africa region. The RHRM ensures that DRC’s Global HR Strategy and all global people policies are contextualized and implemented in the region.
The RHRM will play a key role in ensuring DRC’s Code of Conduct (CoC) mechanism is systematically implemented and functioning at country and regional level. The role will also be responsible for HR functions and daily administration in the regional office.
Responsibilities:
HR/Admin technical support and compliance
- Make sure that each country within the region has an updated HR manual that complies with local labor law.
- Offer a technical support to HR Managers of each country to review their HR and Admin policies and procedures. Make sure that those HR and Admin policies are effective, fair, transparent, and promote equal opportunities.
- Follow up the correct implementation of DRC Dynamics and the quality of the data entered in the system.
- Follow up the correct implementation of the NARO expat handbook and the standard guidance for employee handbooks
Team management and a capacity building of the NARO HR team
- Provide support and advice for the NARO HR team
- Manage weekly short meetings with the NARO team to discuss the advancement on HR topics
- Keep track of the HR team action plans and objectives
- Ensure a participative management culture and team spirit are well anchored in the department
Learning and Development, Performance, well-being, compensations & benefits
- Design a general frame for L&D, diffuse it to the region, and follow up on the implementation
- Design and roll out programs and tools to support DRC’s managers in managing performance of staff effectively across region
- Assist managers and staff in understanding and using DRC's performance appraisal tool
- Promote consistency of management practices across the organization through advice and trainings
- When needed, provide support in disciplinary procedures, ensuring it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
- Make sure to plan and carry out frequent skype calls with HR correspondents in the country offices, to follow up on HR projects, keep record of their advancement and provide support on needed subjects
Compensation and Benefits
- Monitor countries’ compensation and benefits positioning to ensure organizational competitiveness in local talent markets
- Support HR Managers in the analysis of benchmarking reports and the design of new salary grids; Support implementation of DRC’s new Compensation policy, including salary progression
Code of Conduct
- Activate code of conduct mechanisms
- Supervise the CoC officer, and offer support when needed in investigations
- Lead investigations when asked by the committee where linguistic skills in Arabic and French are needed
Strategic Advice and planning
- Contribute to the development of country, regional and global staff retention strategies.
- Collaborate with countries Senior Management Teams in the analysis of their organizational structure to insure consistency, coherency and efficiency.
- Together with HR Managers, participate to the elaboration of annual HR strategies in line with country strategies.
- In consultation with HQ HR department and the regional director, manage and resolve complex employee relations issues if needed.
- Provide the Regional Director with sound and effective advice on all staff issues
- Translate DRC’s global HR strategy and HR projects into action plans at Country level and follow up with their correct implementation
- Participate in DRC’s HR Advisory Group to support global policy development and feed issues up to global HR
Experience and technical competencies: (include years of experience)
- Minimum 5 years working experience in Human Resources, preferably within an NGO
- Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
- Extensive knowledge of local labor law
- Excellent skills in handling and advising on complex people management issues
- Experience in developing Human Resources strategies and policies, and driving implementation
- Experience using an online system for recruitments
Education: (include certificates, licenses etc.)
- BA in management, IT management, Finance
- MA in supply chain, IT support, project management, is desired
Languages:
- English and French are mandatory
- Arabic is desired
