Background

The UN Women Myanmar Office is based in Yangon, with offices in the capital Naypitaw as well as in Mon, Kachin and Rakhine States. Under its Strategic Note 2019-2021, UN Women Myanmar focuses on delivering on the following interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Leadership and Gender Responsive Governance;
  • Women’s Economic Empowerment;
  • Women, Peace and Security and Gender in Humanitarian Action and Disaster Risk Reduction.

UN Women is seeking a Gender in Humanitarian Action/DRR Specialist to support the efforts of the Myanmar Country Office to promote gender equality and empowerment of women in humanitarian action and across the humanitarian-development-peace nexus. 

Reporting to the Country Representative in Myanmar, Gender in Humanitarian Action Officer  will lead the country office’s work on Gender in Humanitarian Action/DRR by overseeing the design and formulation of Humanitarian/DRR and nexus programming, supporting the implementation and management of programmes, providing capacity building to partners, establishing and strengthening partnerships, supporting resource mobilization, supporting inter-agency coordination and managing advocacy, communication and knowledge management.

Duties and Responsibilities

1.  Design and develop programme strategies on Gender in Humanitarian Action/DRR

  • Design and formulate programme/project proposals and initiatives on Gender in Humanitarian Action/DRR and nexus programming;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Humanitarian Action/DRR and nexus programming;
  • Provide technical inputs to programme proposals from other program teams within the country office;

2.  Manage the implementation and management of the humanitarian/DRR program

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed
  • Manage monitoring and reporting of the programme.
  • Manage human and financial resources of the programme

3.  Provide capacity building support to Country Office teams and partners

  • Provide technical and policy support to country office teams in developing and strengthening projects/ programmes;
  • Implement and monitor capacity building initiatives;
  • Provide technical support to partners on integration of gender in humanitarian action and DRR.

4.  Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and maintain alliances and strategic partnerships for the advancement of gender in humanitarian action/DRR;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards humanitarian action, as delegated;
  • Contribute inputs to updates and briefs on country development situation to be used by stakeholders, CO and HQ;
  • Maintain close contact with relevant staff in UN Women Asia-Pacific regional Office and HQ.

5.  Manage the resource mobilization strategy for humanitarian action in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action;
  • Provide technical support to the country office in mobilizing resources for the implementation of humanitarian action;
  • Research and analyze information on donors.

6.  Manage the advocacy of humanitarian action/DRR through inter-agency coordination

  • Provide technical support to the Representative on inter-agency coordination on humanitarian action including through the Humanitarian Country Team;
  • Work closely with and provide advice to national bodies and interagency groups that influence national policies related to humanitarian action/DRR;
  • Participate and contribute inputs to the Myanmar Humanitarian Protection Cluster;
  • Coordinate specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;
  • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.

7.  Manage advocacy and communication efforts of humanitarian action

  • During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
  • Represent UN Women in meetings and policy dialogues on issues related to humanitarian action and DRR as necessary;
  • Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).

8.  Manage knowledge building and sharing for humanitarian action

  • Develop and review background documents, briefs and presentations related to gender in humanitarian action and DRR;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on gender in humanitarian action/DRR.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Work Experience:

  • At least 5 years of progressively responsible experience in designing and managing humanitarian programmes, with a particular focus on gender and protection in emergencies;
  • Technical experience in inter-agency coordination, preferably protection cluster coordination, and/or ProCap/GenCap in a natural disaster setting;
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset; and
  • Experience working in the region is an asset.

Language Requirement:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of Burmese is an asset.
