Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

In partnership with the Government of Myanmar and other partners, the Access to Health Fund strengthens the national health system at all levels, extending access for poor and vulnerable populations to quality health services. The Access to Health Fund has a particular focus on improving health equity in Myanmar, with emphasis on the hardest-to-reach and most vulnerable populations, many in conflict-affected areas. Focus areas of the Fund include maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria, and health system strengthening to deliver sustainable, efficient and responsive healthcare across Myanmar. The Fund is aligned to the Ministry of Health and Sports priorities and National Health Plan, which is aimed towards universal health coverage by 2030. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the direct supervision of the Manager, Fund Directors Office and Communications (Access to Health Fund) , the Communications Senior Officer will work closely with the Access to Health Fund team in communications, media relations, and event management.

Functions will consist of the following:

  1. Under the guidance of Manager, Fund Directors Office and Communications, contribute to the design and implementation of external and internal communications strategies for Myanmar and international audiences, including digital strategies, visibility guidelines and strategic event and campaign strategies. This includes taking the initiative to identify and seize opportunities in an independent, self-driven way to enhance the communications work of the Access to Health Fund.
  2. Manage internal and external communications channels, including social media and website, including preparation of written and visual content for distribution to the press and website or other relevant channels, including articles, speeches, videos, brochures, newsletters and reports, and
  3. Manage brand awareness of Access to Health Fund, including raising awareness and managing the perception of the fund through localised messaging and brand management.      
  4. Develop and maintain strong advocacy channels and networks with media and government (in particular the Ministry of Health and Sports), maintaining relevant contact lists and content libraries.
  5. Organise logistics for communications-related field trips and events, including media and press.
  6. Manage communications products, including the preparation of factsheets and materials needed for workshops, seminars, briefings, and events. Supervise personnel, including the Communications Assistant and Writing and Editing Intern      
  7. Manage translation processes, including technical oversight and quality assurance from English to Myanmar and Myanmar to English content
  8. Evaluate effectiveness and impact of the Access to Health Fund’s publicity campaigns, events, website and  social media
  9. Other duties requested by the Manager, Fund Directors Office and Communications, Access to Health Fund   
Monitoring and Progress Controls
The Manager, Fund Directors Office and Communications, Access to Health Fund      will monitor the performance of the incumbents in line with his/her assignment.  

Education/Experience/Language requirements

Education
  • Master’s degree in communication, media studies, journalism, international relations, public/media relations, public relations, event management, English or any other related field is required.
  • A Bachelor's Degree in combination with 2 additional years of relevant experience may be accepted in lieu of the Master’s Degree.

Work Experience    

  • Two years of experience in communications, event management, advocacy/government relations, digital media, journalism/press, public health, public/media relations, marketing, international relations, writing/editing (including grant/proposal writing), research or any other related fields is required.
  • Experience working with Myanmar and international media is highly preferable.
  • Experience working in advertising, public relations, social behavior change communications would be an asset.
  • Experience in developing strategy and plans for communications and helping in the organisation events (and associated materials) is highly preferable.
  • Previous working experience in a similar position with media organisations, UN, NGO or private organisations would be an asset.
  • Previous experience with health would be an asset.
  • Excellent writing and analytical skills in English and Myanmar, with an understanding of drafting press statements and web articles is required     .
  • Excellent skills in translation from English to Myanmar and Myanmar to English is required.
  • Experience in personnel management is preferable.

Language

  • Fluency in both written and spoken English and Myanmar Language is a strong requirement.
