“Norwegian Support to Western Balkans Development - Norway for You–Montenegro” Project (Project) will contribute to a more balanced socio-economic development in Montenegro, by increasing employment opportunities, supporting social cohesion and improving local infrastructure in least developed municipalities. The Norwegian Ministry of Foreign Affairs (MFA) allocated NOK 15 million for this project implemented by the United Nations Office for Project Services (UNOPS) during 24 months.

Project will achieve two outputs:

Output 1: Improved Access to Employment

Output 2: Enhanced Social Inclusion through Improved Living Conditions

During its lifetime, the Project will support employment, provide vocational training in accordance with the Local Employment Action Plans, organise Calls for Proposals for projects of local government institutions, civil society organisations and business support organisations and support projects for improvement of living conditions and quality of life.

The key stakeholders and the direct beneficiaries of the Project are the local self-governments and their institutions and organisations along with the Union of Municipalities of Montenegro (UOM), Ministry of Labor and Social Welfare (MLSW), Ministry of Economy (MoE), Chamber of Economy (CoE), development agencies, national employment agencies and local branches, civil society organisations (CSOs), business support organisations (BSOs) as well as individual beneficiaries, small and medium sized enterprises and especially women and youth. The final beneficiary of the Project is the population of the underdeveloped areas of Montenegro.

Functional Responsibilities

Under the supervision of the Project Manager, the Civil Engineer will provide technical/specialized support in implementation of small infrastructure related grant agreements to underdeveloped municipalities in Montenegro. The infrastructure projects will be selected trough open and competitive grant selection process, respecting UNOPS project management processes.  The key purpose of infrastructure projects will be to enhance quality of life of local populations and provide opportunities for economic development of the targeted municipalities.

The Civil Engineer will undertake the following activities:

  • Provide support and advice to the Project Manager and the team members on infrastructure related grants
  • Participate in evaluation of project proposals related to infrastructure, provide specialised input and recommendation on criteria fulfilment and viability of proposals
  • With guidance from the Project Manager, support implementation of infrastructure related grant contracts
  • Provide technical assistance to the beneficiaries of infrastructure activities in order to ensure fulfilment of products’ quality criteria, enhance outcomes, and address sustainability
  • Provide information to the Project team about infrastructure milestones as well as about relevant external developments in these fields
  • Contribute to identification and assessment of risks and implement mitigation measures in accordance with the Risk Management Strategy
  • Contribute to the development of the Project's reports and analysis related to infrastructure, with particular attention to the results of the Project’s activities

Education/Experience/Language requirements

Education

  • Bachelor Degree in civil engineering, construction management or related discipline is required
  • Master’s degree in relevant discipline will be considered as an asset

Work Experience

  • Minimum two years of relevant experience in construction/civil engineering is required
  • Experience in applying knowledge of Montenegrin building code, and infrastructure and planning related laws is required
  • Experience in managing infrastructure projects and contracts with the EU or the UN, or another international organisation is an asset

Language Requirements

  • Fluency in Montenegrin and Intermediate level in English is required

Contract type, level and duration

This is a local position, it is therefore open to Nationals of Montenegro and to individuals who have a valid residence/work permit.

Contract duration: Up to 20 days throughout the period of one year

Background information – UNOPS Serbia

In Serbia, UNOPS has been active since 2000, became the Project Centre (RSPC) in 2012, and was reclassified, due a growing portfolio, to Operations Centre (RSOC) at the beginning of 2017. Since 2017, RSOC operations have expanded to North Macedonia, Georgia and Montenegro.
