Organizational Setting

The Emergency and Resilience Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. PSE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. PSE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. PSE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5)”.


Reporting Lines

With the overall technical guidance of the UN and Inter-agency & Donors and Partnership Units, the Consultant will report to the Emergency and Resilience Officer, PSED, or directly to the Deputy Director, PSE.

Technical Focus

The Consultant will provide support in the strengthening of relationships with key resource partners supporting FAO’s emergency/resilience programme\: this area of work covers the liaison with resource partners and the development of partnerships to mobilize voluntary resources and capacities in support of country emergency preparedness, response and recovery as part of the overall resilience strategic programme. The Donors and Partnership Unit liaises with humanitarian resource partners to confirm their priorities, funding streams and visibility requirements. The Unit supports PSE’s engagement in pledging conferences, donor meetings/visits etc. and collaborates closely with decentralized offices to support resource mobilization efforts and provide advice and guidance on specific donor mechanisms.


Tasks and responsibilities
  • Be knowledgeable with resource partners’ rules and regulations, strategic priorities, funding streams, visibility and reporting requirements and advise concerned staff at Headquarters and in decentralized offices;
  • assist in maintaining a consistent working relationship between PSE and resource partners;
  • advise decentralised offices on key donor requirements for project formulation and implementation and provide donor-specific guidance throughout the entire project cycle, including guidance on non-standard financial reporting where required;
  • undertake duty travel to support country offices on the formulation of projects for specific donors when required;
  • manage and coordinate Macro grant/multi-year submissions, and finalization of contribution agreements (e.g. with Japan, OFDA, and/or Sida);
  • review contribution agreements and take care of requesting internal clearances to submit them for signature by the ADG-PS.
  • in close collaboration with PSE’s Funding Liaison Unit, monitor project delivery, cash deficits, reporting deadlines, and assist in the FPMIS project opening process, as required;
  • maintain an updated overview of pipeline funding of respective donors.
  • provide up to date information on specific donors to PSE Outreach team to contribute to the development and update of donor briefs/presentations, visibility packages and strategic partnership reports developed for key resource partners;
  • participate and contribute to the meetings with specific donors when requested.
  • advocate for support to FAO’s emergency and resilience activities and identify funding opportunities in the context of SP5 framework;
  • perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in a subject related to the work of the Organization.
  • At least 1 year (Category C), 5 years (Category B) or 12 years (Category A) of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context.
  • Working knowledge of English and limited knowledge of another official language of the Organization (French, Spanish, Arabic, Chinese or Russian).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions, is desirable.
  • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings.
  • Work experience in the areas of advocacy and communication is considered an asset.
  • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset.
  • Ability to work independently, under time pressure and meet deadlines.
  • Thoroughness and reliability, sense of diplomacy and tact.
