Background Information – UNOPS Ethiopia multi-country office

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. Since 2014, the UNOPS Ethiopia multi-country office manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.

The UNOPS Ethiopia multi-country office team is composed of approximately 100 national and international women and men, and offers a broad range of services such as infrastructure, procurement, project management, financial and human resources management.

UNOPS Ethiopia Office is hiring two Electrical Engineers who have experience in designing, design-review, installation, quality assurance works in general and Solar Energy Systems in particular on a Retainer base.


Functional Responsibilities

Under the overall supervision of the Project Manager, the Electrical Engineer will give his/her technical expertise as required to prepare, review and assure quality of  the  electrical designs, installation and   assurance of  the quality of the system following the  installation.

The incumbent will be responsible for the following substantive tasks. The tasks would involve the following but not limited to:

  • Coordination and supervision the design, installation and quality assurance of electrical energy systems in general and  Solar system in particular in the assigned area;
  • Perform inspection and certification of systems  as per the agreed specification with contractors/suppliers ;
  • Provide technical support regarding electrical systems for other units when necessary  

Technical tasks:

  • Prepare checklists for inspection of electrical  system pre and post installation based on the agreed standard with the contractors/suppliers  
  • Provide technical direction and support to the installation teams during installation, start-up, testing, system commissioning, or performance monitoring.
  • Ensure that all the products and systems meet the agreed quality standards.
  • Check and sign-off the installation of the system provided that it is as per the agreed specification and standards stipulated in the contract agreement with the contractors/suppliers  
  • Ensure that all products failing to meet the expected quality criteria/standards are replaced with new product based on the required standard by the contractors/suppliers in a timely manner.  
  • Ensure that installed system is tested, approved and officially handed over to the responsible person
  • Ensure health and safety procedures in all the project process are fully implemented and adhered to 
  • Prepare, document and share effective practice in the designing, installation and quality assurance of   electrical systems

Reporting:

  • The Electrical Engineer will report directly to the Project Manager

Education/Experience/Language requirements

a.       Education (Level and area of required and/or preferred education)

  • A Master’s degree in Electrical Engineering or related field is required.
  • A combination of Bachelor’s degree or equivalent with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
  • Project Management certification is desirable (for example PRINCE2® Foundation)

b.        Work Experience

A minimum of 5 years of experience working as Electrical Engineer is required. Applicants should have a minimum of 3 years’ experience in at least one of the following;

  • Experience in design development, review and development of electrical Bill of Quantities (BoQ)
  • Working knowledge of energy modeling, PV specific modeling, standard electrical calculations, basic structural & mechanical calculation
  • PV system design,  construction, commissioning, operation and maintenance 
  • Experience in providing technical support energy-related projects with accountability for project performance and design
  • Experience working in the design, installation and commissioning of solar pump
  • Strong knowledge of photovoltaic system design and optimizing system components for energy production.
  • Strong knowledge of electrical and structural design components and manufacturers.
  • Experience in value engineering of photovoltaic or other constructions projects.
  • Good working knowledge of standard utility process for interconnection approval and design requirements.
  • Experience with medium voltage power electronics

c. Language

Fluency in English is required.

Contract type, level and duration

Please note this position is a local position so it is only open for nationals of Ethiopia 

  1. Contract type - Individual Contract Agreement 
  2. Contract level - LICA10 and
  3. Contract duration - Ongoing retainer contract subject to organizational requirements, availability of funds and satisfactory performance.
