Project Overview:

The Mediterranean City-to-City Migration Project (MC2CM) brings together experts and cities to contribute to improved migration governance at city level. The project is funded by the European Union through the Directorate General for Neighbourhood and Enlargement negotiations and co- funded by the Swiss Agency for Development and Cooperation. Since 2015, the project has brought together9citiesandstakeholdersfromEuropeandSouthernMediterraneanregion.Thesecondphase of the project which began in 2018 until 2021 will see further scale up of action and broadening of the network of cities.

EUROMED Migration IV (EMM4) is a project financed by the European Union and implemented by ICMPD, is to support EU Member States and ENI Southern Partner Countries in establishing a comprehensive, constructive and operational dialogue and co-operation framework, with a particular focus on reinforcing instruments and capacities to develop and implement evidence-based and coherent migration policies. In order to achieve this objective, EMM4 builds upon the results of the

first three phases of the project (2004-2015) and tailors its activities around two pillars: the first pillar facilitateseffectiveNorth-SouthandSouth-Southregionaldialoguesandco-operationinthefourmain fieldsofmigration(legalprotection,irregularmigration, migrationand development andinternational protection). The second pillar focuses on capacity-building by applying a new outcome-oriented approach that includes sub-regional activities, tailor-made national training programmes and a targeted technical assistance package for small-scale concrete actions for committed partners. Both pillars are supported by a horizontal and cross-cutting thread aimed at accumulating evidence-based knowledge and establishing effective communication in order to contribute to a more balanced narrative on migration.

The Communications Officer is responsible for implementation of outreach strategies towards its diverse target audiences in line with the thematic, geographic or sector-specific activities of the MC2CM and EMM4 projects.

The Communications Officer ensures the implementation of both projects’ Communication Strategies in close coordination with all MC2CM and EMM4 components. S/he provides a strategic vision to the overall MC2CM and EMM4 through proper analysis of needs of the projects and its components and coordinatesall communication relatedactivities implemented inthe frameworkof bothprojects.S/he plans and organises communications activities and produces a variety of visibility items and outputs ensuring that such activities are alighted with the approved projects’ objectives, work plan and available communications budget and in line with partner and donor visibility requirements and communications guidelines. S/he is responsible for a timely production of high-quality communications outputs (including infographics and text / lay-out for newsletters) within the project(s) assigned.

The Communications Officer develops and maintains relationships within his/her scope of communications with partners, beneficiaries and other stakeholders. S/he plans, organises and supervises the work of experts and contractors as applicable ensuring high quality and timeliness of outputs. S/he conceptualises and prepares communications content and continuously assesses achieved results for quality and impact.

The Communications Officer contributes to the development of new outreach initiatives, including communications and awareness-raising campaigns, drafts concepts and formulates visibility outputs in a variety of media and coordinates the work of the MC2CM and EMM4 projects in relation to communications.

The Communications Officer contributes to overall planning of the project, preparing content and inputs.S/hecontributesto projectreportsandpreparesinputsto donorandothersubstantivereports on communications achievements quantified through monitoring and evaluation tools. The CommunicationsOfficer closely followsand getsinvolvedinto ICMPD strategic discussions related to communication. S/he takes an active role in the ICMPD Communicator Working Group. S/he is also associated to the ICMPD Regional Coordination Office for the Mediterranean related communications and outreach activities.

The Communications Officer works under the supervision of the MC2CM Project Manager, reporting toEMM4ProjectManagerfortasksrelatedtothatproject,andinclosecollaborationwithbothproject team members and the Regional Coordination Office at large.

Tasks and Responsibilities:

1. Planning, Management and Implementation of Communications Activities:

Develop yearly work plans for cross-cutting communications activities for MC2CM and EMM4 aligned with the project communications strategies;

Develop social media strategies for the projects in line with overall communication strategies; Provide strategic guidance for the overall MC2CM, EMM4 Communication;

Track implementation of communications activities and the timely accomplishment of communication outputs. Propose corrective action when required and implement this; 2 Ensureandoverseeasystematicmonitoringofprojectcommunicationsactivitiesandprogress in line with ICMPD monitoring guidelines. Ensure data and information gathering for relevant communications components for project monitoring;

Plan and organise communications activities according to the project´s approved work plan, including communications elements of all project activities and events;

Participate in the establishment and maintenance of a dialogue between the project and partners to ensure that scope and direction of communications activities remain relevant for achievement of the intended results;

Design and organise communications support for MC2CM and EMM4 events, meetings, workshops and other activities with a focus on visual and promotional content;

Coordinate with, and mobilise experts for media, press and communications outreach during project events, meetings and outputs;

Coordinate work of experts, consultants and contractors ensuring that communications content and outputs are produced in a timely manner, according to work plan and ICMPD’s quality standards and donor’s visibility guidelines;

Review and edit outputs and written content (reports, studies, project reports…) as well as online content (newsletters and articles) for them to fit MC2CM, EMM4 communication purposes;

Ensure quality and timely implementation and running of the Interactive Map on Migration (i.Map), a web-based information and knowledge platform serving both MC2CM and EMM4 projects;

ProvideinputtotheICMPDandi.Mapplatformsbydraftinganduploadingcontentandarticles in view of upcoming meetings, by updating the events sections and photo gallery and by developing the existing structure.

2. Project Communications Administration and Compliance:

Ensure that communications activities are implemented and outputs are generated in an efficient and cost-effective manner in line with the work plan and budget as well as in accordance with partner and donor visibility requirements and communication guidelines; Ensure that administrative processes such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established business processes. Ensure compliance with donor rules where applicable;

Regularly monitor expenditures and disbursements for communications activities to ensure that budget allocations are not exceeded. Take corrective action as required. Contribute to budget revisions to adjust budget to changes in project work plan. Propose for allocation of savings;

Initiative and follow-up on recruitment processes of communications experts according to ICMPD’s recruitment procedures (prepare recruitment requests, organise and participate in selection processes and interview panels);

Initiative and follow-up on procurement processes according to ICMPD’s procurement rules, collect and compile quotations. Participate in evaluations of tenders as member of evaluation panel;

Actascontractmanager.Confirmreceiptofservicesandinitiatepaymentsaccordingtoagreed payment schedule. Evaluate the performance of experts according to ICMPD’s performance management system;

3 Maintain project documentation and content (written, visual, digital) electronically as well as on hard copy files.

3. Content, Reporting and Contribution to Communications Development:

Provideinputsto implementationoftheproject(s)communicationsplan(s)andtimeline.Draft content;

Compileanddraftinputsoncommunicationsactivitiestointernalandexternalprojectreviews and reports;

Plan, initiate and implement processes for production of content (visual, digital, written) by: o Editing texts;

o Proof-reading and organising translation;

o Draft script for videos;

o Developing infographs, presentations, lay-outs and visuals;

o Sharing visibility items or communications concepts through presentations to donor workshops,meetings,eventsandthroughwebsiteandpublications,whereapplicable;

o Reviewing and revising content and ensure that communications outputs are

produced according to ICMPD´s quality standards and donor visibility guidelines. Update project contact database;

Identify communications ideas. Develop, formulate and draft inputs to new communications concepts, proposals, work plans and budgets;

Participate in conferences/meetings/seminars relevant for the project’s communications; Participate in ICMPD Communicators’ Working Group;

Coordinate with ICMPD Regional Coordination Office for communication-related activities covering the Mediterranean region.

Key Results:

Communications activities organised and implemented according to work plan; Communications outputs (text, lay-out, infographs, i.map platform, newsletter…) delivered in a timely and qualitative manner;

Substantive communications content defined formulated and produced according to highest professional standards;

Financial expenditures on communications activities level controlled and maintained within the budgetary limits and proposals for use of savings formulated;

Communications achievements assessed and lessons learned generated;

Project communications implementation and results communicated within ICMPD, as well as to donor, project partners, beneficiaries, and other stakeholders;

Qualitative inputs for the continuous development of the MC2CM and EMM4

communication strategies provided.

Incumbent Profile:

A minimum of 5 years’ position-relevant experience;

Experience in management of communications strategies and implementation plans and experts; experience working in the Euro-Mediterranean region a distinct asset;

Experience in implementation of communications strategies, plans and contractors; 4 Excellent communication, analytical and writing skills and proven ability to present detailed, technical information in a concise and clear manner for a wide range of audiences; Ability to leverage communication tools and methodologies (such as online monitoring, web analytics, surveys or other measurement tools) and to develop and analyse communications performance indicators;

Excellent writing skills and proven ability to present detailed, technical information in a concise, clear and audience-appropriate manner;

Experience with production of online content and newsletter tools;

Experience in project cycle management;

Substantive knowledge of migration issues;

Corporate Qualifications:

Experience in international context;

Proficiency in verbal/written English and French – proficiency in Arabic is distinct asset; Master’s Degree in field relevant to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP3 Grade, with an annual net-base salary starting at EUR 53,280. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
