Organizational Setting

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

 

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:

  • Nuclear Security of Materials Outside of Regulatory Control Section

  • Nuclear Security of Materials and Facilities Section

  • Information Management Section

  • Programme Development and International Cooperation Section

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

 

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof.

 

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage, during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments, as well as assisting Member States in implementing the nuclear security framework. The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. The Section organizes evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.

 

Main Purpose

 

The purpose of the consultancy is to improve NSNS/MAFA section capacity in assisting Member States with the implementation of their Integrated Nuclear Security Support Plan related to their Physical Protection Regime. The objective of the physical protection regime is to protect against unauthorized removal (of radioactive and/or nuclear materials), locate and recover missing materials, to protect against sabotage and to mitigate or minimize effects of sabotage. The consultant will support the Member States in meeting their objectives by analyzing their requirements, implementing physical protection systems & measures and implementing required training events. The outcome of this will be to assist Member States to build capacity and increase the effectiveness, efficiency, and sustainment of their nuclear security regime.

 

 

Functions / Key Results Expected

 

  • Manage the implementation of Physical Protection System (PPS) upgrades in various member states.

  • Improve PPS upgrade projects effectiveness by providing expert opinion / inputs during the PPS design phase, Implementation phase and Commissioning phase.

  • Identify training needs to assist member states, in building capacity for sustaining the effectiveness of their PPS's.

  • Develop and/or upgrade training materials and implement training events related to PPS operations, equipment, vulnerability analysis, performance testing, assessment tools, repair and maintenance.

Qualifications and Experience

 

  • University degree in Nuclear Science, Nuclear Engineering or equivalent related discipline.

  • Minimum of three years of experience with physical protection systems.

  • Fluency in both, written and spoken English and Arabic language. Knowledge of other official IAEA languages (Chinese, French, Russian, Spanish) is an asset.

 

Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 275, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
