Project Overview:

ICMPD is inviting all interested candidates to apply for the position of the National Project Manager for the project “EU Support to Strengthening IBM in Ukraine” with duration of 30 months. The project willsupporttheidentificationofandassistinaddressingthegapsintheimplementationofthenational reformsapproximatingtheUkrainianbordermanagementsystem to thestandardsandgoodpractices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine.

The National Project Manager is a specialised technical role in the field of border management and security and is responsible for planning and implementation of activities and for provision of specialised substantive experience within a project or project components. The National Project Manager plans and organises project activities and administers project inputs in the assigned area of work ensuring that the activities are managed according to the approved project documentation,workplansandbudgets,andinlinewithICMPD´srulesandbusinessprocessesaswell aspartneranddonoragreements.S/heisresponsibleforatimelyachievementofhigh-quality outputs within the assigned area of work.

Within her/his technical role and assigned area of work, the National Project Manager develops and maintains relationships with partners, beneficiaries and other stakeholders and plans, organises and supervises the work of consultants and contractors ensuring high quality and timeliness of outputs. S/heconceptualises,plansandpreparessubstantiveprojectoutputsandproducesprojectcontentand 1prepares donor and other substantive project reports. The National Project Manager continuously assesses achieved results for quality and impact.

The National Project Manager contributes to planning of the overall direction of the project. The National Project Manager works under the supervision of the Team Leader and in close collaboration with other members of the project team as well as with other project teams across ICMPD. In her/his area of work, s/he cultivates regular contacts with stakeholder organisations at the working level.

Tasks and Responsibilities:

1. Planning and implementation of activities:

Within the technical role and assigned area of work, plan and organise activities according to project´s work plan ensuring the timely accomplishment of project outputs. Initiate and implement corrective action when required.

Coordinate implementation of activities with project stakeholders and partners ensuring that activities are carried out according to agreed work plan and other agreements. Actively guide project partners on project implementation.

Oversee mobilisation, selection and management of consultants, goods and services, capacity building for activities.

Plan and coordinate work of project staff, experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards.

Designandformulatecontentandscopeformeetings,workshopsandotheractivities,identify participants and resource persons.

Monitor and assess progress of project activities through missions, reviews and assessments. 2. Project administration and compliance:

Ensure that project activities within the assigned area are implemented in an efficient and cost-effective manner in line with the project work plan.

Monitor compliance with ICMPD’s policies and procedures within the area of responsibility. Ensure that administrativeprocesses for mobilisationand managementof consultants and for procurement are carried out promptly and in accordance with ICMPD rules and established business processes, and in compliance with donor rules as applicable.

Coordinate preparation of narrative project reports. Coordinate with Corporate Resources Management (CRM) Unit for preparation of financial reports.

Regularly monitor expenditures and disbursements to ensure that budget allocations are not exceeded. Take corrective action as required.

Lead budget revisions as relates to the assigned area of work to adjust budget to changes in project work plan and allocate savings.

Ensure maintenance of project documentation electronically and on physical file. 3. Substantive contributions and provision of technical expertise:

Provide expertise and advisory inputs in the field of technical specialisation. Plan and coordinate processes for the production of project content (research publications, studies, policy papers, thematic/sector reports, etc.) by:

2 o Selecting instruments and methodology.

o Selecting experts.

o Reviewing, commenting and revising expert outputs ensuring adherence to ICMPD´s quality standards.

o Disseminating findings through presentations at workshops, meetings, events and through website and academic publications, as applicable.

Analyse and formulate high-quality analytical inputs. Prepare briefs, background papers, presentations, speeches. Coordinate preparation ensuring finalisation inputs. Formulate inputs to internal and external project reviews and reports. Review and assess project results and identify and record best practices/lessons learned. Supporting TL in identification of a potential project follow up.

Key Results:

Project activities in the assigned area of work organised and implemented according to work plan.

Project inputs administered according to ICMPD´s rules and processes and donor requirements.

Project outputs related to area of work delivered in a timely and qualitative manner and in collaboration with project stakeholders and partners.

Financial expenditures on activities level controlled and maintained within the budgetary limits. Proposals for use of savings formulated.

Expertise and advisory inputs provided in the field of technical specialisation. Project content defined, formulated and produced according to highest analytical and professional standards.

Project achievements assessed and lessons learned generated.

Qualitative inputs to formulation of the follow up phase formulated. Incumbent Profile:

A minimum of 5 years of position-relevant work experience in implementation of projects of multi-sector or thematic projects

Substantive knowledge of border management issues, including within the context of the regional area and Eastern Partnership countries is considered an asset.

A minimum of 5 years of position-relevant experience in border management and security. Experience in management of stakeholder and donor relationships.

Supervisory experience and experience in management of experts and consultants. Experience in management of project budgets.

Strong analytical, drafting and organisational skills.

Solid communication and negotiation skills.

Professional training in project cycle management.

Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English, proficiency in Ukrainian and/or Russian. Master´s university degree (or equivalent) related to the area of work. 3Compensation:

ICMPD offers a monthly gross salary to be calculated based on qualifications and experience. Additional benefits include Health and Accident Insurance and six weeks’ annual leave. Application Procedure:
