OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Health Emergency Information and Risk Assessment team is responsible for identifying new public health events, assessing risks to public health events, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners..

DESCRIPTION OF DUTIES

Under the direct supervision of Programme Area Manager, HIM and overall guidance of Regional Emergency Director (RED); and within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda\:

1. Working in close consultation and collaboration with the Epidemiologists, participate in the survey and other data collection in emergencies, capacity building and training materials as a major component of Emergency Public Health Information Management, including but not limited to

  • developing a repository of information (at the highest geographic resolution possible) on core public health indicators (e.g. crude and under-five mortality rates, prevalence of malnutrition, vaccination coverage);
  • updating population estimates (resident, displaced, refugees), standards indicators and values used by partners for monitoring needs and response; vulnerability mapping; nutrition, mortality and vaccination coverage survey reports; health needs assessment reports; and
  • performing data entry, validation, analysis and reporting of assessments and surveys from multiple sources in emergencies in collaboration with other members of the team.

2. Proactively contribute to data analysis and dissemination for the preparation of other WHO and Health Cluster communication products such as situation reports, health cluster bulletins, donors’ alerts, and other ad-hoc reports, using standard tools and templates (e.g. OSCAR).

3. Play a key role for the development and maintenance of databases in support of ad hoc surveys and assessments required in the field, using state-of-the-art information management during emergency response to enable crucial information exchange among WHO and partners, as well as updating users’ guidelines on the implementation and use of the PRIME Platform.

4. Contribute to the review and updating of existing databases and information systems in WHO operations, with particular attention to analyzing current and future needs, medium-term goals and projects, and proposing merger of systems or development of new innovative solutions, in liaison with IT central services to ensure compatibility and cohesion within WHO information systems.

5. As assigned, backstop activities such as but not limited to

a. conducting regular and ad hoc data analysis to meet departmental needs, preparing presentations and related materials such as graphics and maps for use at departmental meetings;

b. contributing to the revision and update of Standard Operating Procedures (SOPs) for HeRAMS needs assessment tools, and EWAR;

c. upholding a culture of evidence-based decision making within WHO and with key partners; and

d. participating in capacity building and training to support Regional and Country Offices in harmonizing and strengthening data management, information products and systems as part of the implementation of best practices.

6. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in mathematics, statistics, computer science, and/or data management.

Desirable\: Studies or specialization in database management or epidemiology.

Experience

Essential\: At least five years’ of relevant experience, including some years of international experience, in data and database management with successful track record in managing information systems.

Desirable\: Experience with WHO and/or the UN system in the areas of outbreak response and/or humanitarian interventions; experience of working with the UN in a developing country is an advantage.

Skills

Demonstrated skills in all aspects of the development and operation of information systems complemented by the ability to design, analyse and produce information system applications and databases for epidemiology, surveillance and GIS. Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. Excellent interpersonal skills. Ability to synthesize information in a clear and concise manner. Respecting and promoting individual and cultural differences. Tact, diplomacy and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1651 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
