Introduction

Trafficking in persons is a crime of great complexity and scope and with devastating consequences for victims. In Peru, this form of slavery takes multiple forms, impacts families and communities and affects public safety. Children, together with women, are in a situation of greater vulnerability of being trafficked. The impact on children and adolescents is particularly serious since it has a severe impact on its full development and its effects are long term.

The government together with civil society has made significant efforts to combat this crime and provide care for its victims, however, there are still significant challenges to combat trafficking in persons effectively, as well as to assist, protect and reintegrate its victims.

The governments of Peru and the United States signed the Child Protection Compact (CPC) Partnership. Within this framework, the Project “Partnerships in Action to End Child Trafficking in Peru” arises, whose objective is to strengthen the capacity of the Peruvian government to eradicate the trafficking of children and adolescents.

The specific objectives of the project are: Objective 1: Improve the capacity of the criminal justice system to investigate, prosecute and convict traffickers while maintaining a victim-centered approach. Objective 2: Improve inter-institutional coordination to effectively provide comprehensive care to children victims of trafficking in persons with particular attention to the gender dimension. And Objective 3: Promote a strategic and coordinated approach to prevent trafficking in children with particular attention to their gender dimension.

The prioritized regions of the project are Lima, Cusco and Loreto, however some actions will be implemented in Puno and Madre de Dios. The project is implemented in collaboration with two partners: Institute of Legal Defense (IDL) and Alternative Human and Social Capital (CHS). The project is funded by the United States Department of State (USDOS).

This position responds to a project need to have a program assistant fluent in English in charge of providing programmatic support, elaboration of project documents, contact with donor and document translation (USDOS) and interpretation. The person who occupies this position will be a member of the project team. It will be located in the ILO Offices for the Andean Countries in Lima (Peru) and will work closely with the project team.

Description of Duties

The person to occupy the position will report directly to the Project Coordinator, who will provide him/her of technical guidance. This position will support the implementation of the project and contribute to the deadlines and the effective development of programmatic technical activities and expected results. There will not be staff under their supervision. These are the main duties and responsibilities of this position:

  1. Provide programming and administrative support to activities undertaken by the implementing partners and prepare briefs, periodical reports and statistical data on status of project activities, to contribute to the preparation of technical and progress reports.
  2. Draft correspondence and documents with the aim to coordinate internal/external meetings,
  3. Participate in meetings within the framework of donor missions and other English-speaking visitors, including high-level officials.
  4. Take notes and/or write minutes of meetings, workshops and similar.
  5. Assist in the revision/edition of documents produced by the project and provide interpretation and informal and formal translation of documents, such as terms of reference, agendas, briefs, reports, among others.
  6. Perform other duties as may be assigned by the Project Coordinator.
Required qualifications
Education

Completion of secondary education.

Desirable:

• Higher education in social fields or languages.

• Other training related to the position

Experience

At least five years of progressively responsible administrative work, and some training in an administrative field.

Desirable:

  • Proven experience of supporting implementation of technical cooperation projects and working effectively with government bodies in charge of policy making and with development partners.
  • Experience in projects related to human trafficking
  • Good time management, analytical and synthesis capacity, ability to work in teams.
  • Experience in reviewing and translating documents from Spanish to English, and vice versa.
Languages

Excellent knowledge of Spanish and English.

Competencies
  • Excellent oral and written communication skills.
  • Ability to organize own work.
  • Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to changing demands and multitask.
  • Proficient in computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office (i.e. IRIS).
  • Ability to obtain services from other work units inside or outside the office for completion of tasks.
  • Ability to work as a member of a team and manage a heavy workload under time pressure.
  • Thorough knowledge of practices and procedures for preparing administrative documents and maintaining file system.
  • Ability to determine relevant background and reference materials for others, and to screen for urgency and priority.
  • Ability to respond to requests from officials from government offices, ministries, ILO constituents and NGOs.
  • Accuracy and ability to pay attention to details.
  • Ability to search and retrieve information from databases and compile reports.
  • Customer service experience in order to provide courteous, prompt and efficient responses to clients.
  • Ability to deal with confidential matters with discretion.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
