Project Overview:

The European Return and Reintegration Network (ERRIN) is an operational initiative, developed by a consortium of migration agencies from over 15 European countries in close co-operation with the Directorate-GeneralforMigrationandHomeAffairsoftheEuropeanCommissionandFRONTEX.ERRIN aims to implement activities that support, facilitate, and improve national return practices. The scope ofERRINincludesvoluntaryaswellasforcedreturnandpost-arrivalaswellaspre-departureactivities. ICMPD, an ERRIN implementing partner, is inviting all interested candidates to apply for the Associate Resource Management Officer, Brussels Mission, position within ERRIN.

The Associate Resources Management Officer in the ICMPD Brussels Mission supports the overall financial management of the ERRIN programme.

The Associate Resources Management Officer supports the control of the financial aspects of all types of contracts (donor, expert and procurement contracts) and the procurement processes, ensuring adherence to ICMPD´s Financial Regulations and internal control procedures as well as donor requirements. S/he reviews procurement processes and advises the ERRIN team on procurement actions.S/hemonitorsandreviewsbudgetallotmentsandexpenditureensuringaccurateandefficient deployment and utilisation of financial resources in line with established rules and donor agreement. S/he provides inputs to the financial reporting to the Lead Partner of the ERRIN programme and acts as the Certifying Officer under the Financial Regulations of ICMPD.

1The Associate Resources Management Officer works under the supervision of the Head of Resource Management Unit (RMU) Brussels and in close collaboration with the Financial Manager (R&DS, Lead Partner of the ERRIN programme) and in the day-to-day collaboration with ERRIN Project Managers and the ERRIN project team and the Brussels Office, CRM, CFM and PMOD. S/he assists in the training of ERRIN project staff and partners on ICMPD financial and procurement rules and procedures. Tasks and Responsibilities:

1. Budget Formulation:

Support the financial planning for the overall ERRIN programme and individual sub-projects. Reviews projects’ financial plans and budgets for financial feasibility and advices on ways to achieve economies of scale and cost-efficiency at overall ERRIN programme and sub-project levels.

Draft budget forecasts for ERRIN programme. Participates in budgeting process for projects. Reviews, analyses and revises budget data, analyses and validates allocations and costing ensuring consistency with donor requirements and financial rules, verifies correctness of costing.

Support the analysis and verification of co-funding provisions to project budgets. Provides input to drafting of budget notes and budget justifications. Upload approved budgets and budget revisions into SAP.

2. Budget Implementation, Monitoring and Expenditure Control:

ActasCertifyingOfficer,ensuringthatfinancialobligationsandexpendituresareinaccordance with approved budgets and ICMPD´s financial rules and donor contracts and in line with the Partnership agreement;

Review requisitions for all categories of project expenditures. Verify eligibility and availability of funds. Verify correctness of budget codes. Certify/approve requisitions; Assist in the certifying of project expenditures. Review correctness of project expenditures, identify mistakes and discrepancies, seek and request clarifications to expenditures internally or externally (from partners, donors), as required;

Verify financial reports from partners and validate supporting documents for correctness and completeness;

Monitorsubmissionoftimesheets by ICMPD staffand expertsand updatestaffallocation data in SAP;

Monitor bookings ensuring accurate financial recording, identifies incorrect bookings and initiates corrective actions by requesting re-bookings from the Finance Unit and follows up on re-bookings;

Support the training of ICMPD staff on rules, procedures and requirements. Provide ongoing advice and support on various aspects of budget implementation;

Assist in the development of processes and procedures, identifies inconsistencies and weaknesses, finds solutions and takes corrective action;

Assist in planning and implementation of systems, tools and processes. 3. Financial Reporting and Support to Audit:

Support the operational and financial coordination with the R&DS and ERRIN Member States. Support the Financial Manager (R&DS) in financial reporting and with the overall financial management of the programme.

Preparation of financial data and documentation for project audits;

Clarify and respond to queries relating to financial reports;

2 Ensure ERRIN documentation is maintained and filed according to ICMPD policies. Key Results:

Financial resources in all budget categories utilised in accordance with the approved budgets and ICMPD´s financial rules;

All project expenditures controlled and verified as well as accurately recorded in line with ICMPD´s Financial Rules and business processes;

Accurate financial information maintained in SAP;

Inputs and supporting documents to project financial reports prepared accurately according to donor schedules and formats;

Support to the efficient and cost-effective operational support mechanisms, processes and administrative structures in ERRIN implemented;

Support provided to ERRIN sub-projects’ budgets formulation, allocation and reallocation according to financial feasibility, cost-effectiveness and economies of scale in line with donor requirements and ICMPD`s Financial Regulation;

Project financial reports prepared accurately according to donor schedules and formats; Procurement processes controlled and implemented according to applicable processes and rules;

Programme documentation maintained according to applicable policies.

Incumbent Profile:

A minimum of 1 year of position-relevant experience in financial management of projects and programmes and/or audit;

Knowledge of programme management procedures and rules of EC/ national administrations and/ or international organisations including procurement, budgeting and financial management. Excellent communication skills, adaptability and flexibility;

Good organisational skills including managing conflicting priorities and working with tight deadlines;

Attention to detail and eagerness to work with data and statistics;

Ability to work effectively with colleagues from different cultural and professional backgrounds;

Good analytical and interpersonal skills.

Corporate Qualifications:

Master’s degree in business administration, finance, accounting or related field is required; Professional training in project cycle management and knowledge of EC procedures; Proficiency in MS Office (Word, Excel, Outlook);

Knowledge of SAP or other resource management programmes would be an asset; Excellent oral and written command of English. Knowledge of Dutch is an asset; Ability to prepare and review contracts.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP1 Grade, with an annual net-base salary starting at 35,484. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
