ICRISAT seeks applications for the position of Consultant – Performance Management. The position will be based at ICRISAT, Patancheru.               

The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) is an international non-profit organization that undertakes scientific research for development. Our mission is to reduce poverty, hunger, malnutrition and environmental degradation in the dryland tropics.

ICRISAT’s global Human Resource function is responsible for the timely, accurate, equitable, effective and efficient delivery of all Human Resource Management services and the provision of strategic advisory People and Culture support to staff and management in support of the delivery ICRISAT’s mandate. This includes enabling and sustaining a result-based culture that recognizes high performance and rewards significant impact.

We seek to further strengthen our approach to workplace performance management and the associated rewards and recognition programs. We wish to design and implement a best practice, systematic corporate approach towards managing and driving the performance of the global Institute, teams and individuals. As a part of this innovation, we will require a new performance management philosophy, policy, process and suite of enabling and supportive tools suitable for a diverse, global environment. This will include the provision of training to managers and workforce at different levels, and the introduction of modern tools.

ICRISAT’s HR function seeks an individual consultant to bring best practice knowledge and assist in the practical delivery of such global change, which must be completed before the end of 2019.

Functions:

Description of the Assignment:

The objective of this consultancy is to :

  • conduct a comprehensive review of ICRISAT’s existing performance management approach;
  • complete a gap analysis and opportunity identification; and
  • develop a modern global performance management approach supported by a framework, philosophy, policy, standard operating procedure and a suite of modern tools & systems.

The consultant will prepare a detailed project plan to ensure the work is delivered on time, on scope and on budget. It is anticipated that this will include the following actions:

  • Study the efficiency and effectiveness of the current performance management approach, frame work, policy and process, including the relevance of the current bell curve methodology;
  • Compare and benchmark the existing performance management system with other relevant organisations;
  • Develop a modern appropriate Performance management approach and philosophy;
    • Propose appropriate development-oriented assessment methodologies which emphasize accountability and empowerment and provide practical avenues for the workforce to enhance performance standards;
    • Develop a best practice goal setting approach which allows the linkage of individual goals to that of their program and the global Institute;
    • Develop and effective performance improvement plan process;
    • Develop a high performer development and reward process;
  • Build methods and tools to encourage and record the practice of providing ongoing feedback throughout an evaluation period;
    • Develop ways to enhance communication between the supervisors and the workforce to enable the clarifying of expectations and performance standards;
  • Establish user friendly processes for capturing workforce skills and career advancement skill gap;
  • Design and deliver a range of learning approaches and tools on the new approach and processes including:
    • Training material (including methodology, agenda, materials)
    • Learning aids – presentations, reference documents, videos
    • Online learning activities (webinars) 

Duration:

The duration of the consultancy contract is 12 working weeks from the actual date of commencement of the work. 

Terms and Conditions

  • Unless agreed otherwise, fees are payable at the end of each month.
  • Confidentiality – The Consultant and ICRISAT acknowledge that each may disclose Confidential Information to the other during the term of this Agreement. Each party will treat all Confidential Information of the other party with the same degree of care as it accords to its own Confidential Information, but in no event less than a reasonable degree of care; and, if requested by the other party, will destroy or return to the other party all Confidential Information of the requesting party upon termination or expiration of this Agreement.

Consultant Profile:

The Consultant will be a suitably qualified individual with at least ten years’ relevant experience in the development and implementation of performance management systems and associated tools, preferably in international organizations.

They will have demonstrated experience in completing similar work in the past and will have solid knowledge of global best practice in this area.

They will have the ability to manage assignments effectively, consistently ensuring timeliness and quality of work with minimum supervision;

In addition to good project management skills, they will have strong communication, presentation, analytical and report writing skills;

They will be fluent in English. Knowledge of French would be an asset.

IPR Provision :

It is agreed that all outputs including data, technologies and other intellectual property arising from this contract will be the property of the Institute.

Additional Notes on Output/Deliverables:

It is envisaged that the Consultant will spend the initial days of the engagement liaising with the relevant stakeholders and designing an Inception report to include a project plan which will describe the steps to be taken in achieving each of the deliverables above and the expected outputs. This plan, which will clarify expectations, will be reviewed by the stakeholders and following agreement, will act as a guide throughout the consultancy. It will be delivered within one week of the assignment start date.

First Progress Report within 3 weeks after Inception report to include:

  • Review of current PMS system and approach against best practice;
  • Initial findings, issues and proposed actions;
  • Comparator analysis; and
  • Feedback from global focus groups.

Second Progress Report within 2 weeks of First Progress Report to include:

  • Recommended performance management philosophy/approach;
  • A gap analysis with regard to existing system and tools;
  • Description of the new proposed performance management system and accompanying tools;
  • Methodologies for developing global Skills Matrix and Skill Gap;
  • Implementation plan.

Draft Final Report: within 3 weeks of Second Progress Report to include:

  • A detailed PMS Manual that contains training material, presentations, reference documents, and videos.

Final Presentations to Human Resource Sub-Committee and Management team, and other stakeholders as necessary within 1 week of sharing Draft Final report.

Total Assignment to be completed within 1 week of final presentations
