Org. Setting and Reporting

These positions are located in the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centres and Offices as applicable. The Waste Management Officer at this level reports to the Chief of Section/Unit PS/P4 Engineering and Facility Maintenance and supports the implementation of the mission waste management plan in the mission.

Within delegated authority, the incumbent supports the Director of Mission Support I Chief of Mission Support in the drafting and/or review of the mission's Waste Management Directive and Waste Management Plan; records and monitors waste management data and issues, conducts assessments and providing reports; reviews, waste disposal plans and proposed waste actions and activities made by other areas of the mission to ensure they conform with the Waste Management Policy and the mission's waste management plan; undertakes regular inspections of waste management practices; prepares reports on waste management issues.

Responsibilities

Within delegated authority, the Waste Management Officer will be responsible for the following duties:

IMPLEMENTATION I OPERATIONS

•Record and monitor waste management data and issues, conduct assessments and provide quarterly reports on the implementation of the Waste Management Plan; and provide and submit required data through the MEAP for the Environmental Performance and Risk Management System;
•Work in close coordination with military and police contingents, including respective environmental l focal points, and collect regularly data on inventory of hazardous substances;
•Work with other sections and stakeholders and review waste disposal plans and proposed waste actions and activities made by other areas of the mission to ensure they conform with the Waste Management Policy for UN Field Missions and the mission's Waste Management Plan;
•Undertake regular inspections of waste management practices in all mission locations and all waste disposal sites used by the mission with a focus on risk assessment; provide recommendations and undertake them accordingly; and share feedback to Mission's Environmental unit;
•Monitor specific waste disposal actions when required;
•Undertake regular inspections of any contractor's waste disposal processes and practices in coordination with contract managers and ensure those processes are undertaken in accordance with the relevant contract;
•Work closely with the mission Environmental Officer on all waste related issues including mission Environmental Baseline Studies and ensuring the mission's Waste Management Plan is established under the Environmental Policy and Strategy Objectives and is coordinated with the mission-wide Environmental Action Plan(MEAP) Prepare the Head of Mission's annual progress and status report on mission waste management issues for submission to Headquarters.

PLANNING

•Support the Director of Mission Support I Chief of Mission Support in the drafting and/or review of the mission's Waste
Management Directive and Waste.Management Plan and any associated Standard Operating Procedures;
•Identify, research and review the relevant Waste management laws and regulations, UN treaties and conventions, and those the host country is signatory to when considering mission waste management actions;
•Assess host country's waste management infrastructure and available services to check compliance compatibility with the
DPKO/DFS Waste management policy objectives;
•Develop and undertake mission training on waste management and periodic awareness training and notifications;
•Confirm that waste management requirements, including on hazardous waste, under the responsibility of other areas of the mission are included by that area in their budget submission;
•Develop conceptual design, feasibility studies and multi-years plans of waste management (including hazardous wastes)
systems to be implemented in the mission in coordination with DOS/LSD and GSC/ETSU;
•Develop scope of works accordingly, in compliance with UN environmental and occupational hea lth and safety requirements;
•Ensure waste considerations are included in the specifications of other contracts established and managed by the mission;
•Review accordingly statements of work, contracts and services to support waste minimization during the sourcing phase and support the DOS Supply Chain Management strategy;

ADMINISTRATION

•Implement and coordinate the DPKO/DOS Waste Management Policy in the mission. Support the implementation of the DOS Environment Strategy's technical pillar on waste by providing technical support to the mission and contribute to the Strategy's Waste working group as needed.
•Provide guidance to the mission in accordance with PKO/DOS Waste management and Environmental (when related to waste) Policies for the establishment and implementation of the mission-wide environmental action plan (MEAP), as regards to waste, with the view to implement the 4 Rs (reduction, reuse, recycling and recovery).
•Perform other related duties as required.

Education

Advanced university degree (master’s degree or equivalent) in engineering or environmental engineering. Specialization on waste management is desirable. A first-level university degree in combination with two (02) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (05) years of progressively responsible experience in the environmental engineering or related fields, is required.
Experience in the management of a wide range of residential or commercial waste streams (e.g. liquid, solid, hazardous), is required.
Environmental and engineering (including waste) experience in international, volatile, post conflict environment, field or military operations, is desirable.
Experience in project planning and implementation, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency (oral and written) in English is required. Working knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Waste Management Officer P3 roster.
