Global Emergency Response Advisor (f/m)

SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation we help children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for children’s rights. We work in 136 countries and territories, reaching over one million children, young people, families and caregivers each year.

Mission

The Global Emergency Response (GER) Advisor supports Member Associations (MAs) in pursuing their mission as set out in the SOS Children’s Villages Emergency Policy:

When children are exposed to emergencies, be it as a result of armed conflict or natural disaster, we take action:

  • To bring them as quickly as possible from the emergency into a caring family environment where their development as individuals is supported.
  • To prevent family separation during all phases of an emergency.

To achieve this objective, the purpose of the Global Emergency Response Advisor position is to:

  • Provide technical support and advice in the formulation and implementation of Emergency Response Programmes (ERPs) and emergency preparedness (EPREP) activities within the federation.
  • Contribute to strengthening organizational and ERPs resilience by participating in the development and improvement of standards, guidelines and processes.
  • Be the focal person for the GER department for finance related topics including the administration and coordination of funding commitments and provision of input to financial processes and guidelines for ERPs.

Tasks and Responsibilities
  • Support and advise MAs in coordination with regional offices in identification, planning, implementation and exit/phase out of ERPs, including support and advice on international humanitarian standards.
  • Provide support to MAs and regional offices for timely and relevant reporting from emergency locations and coordinate the information flow among concerned stakeholders.
  • Be the focal person for the GER department for finance related topics and aspects:
    • Develop and maintain the ERP-finance overview in order to ensure proper and transparent coordination of ERP funding commitments, reporting and transfer follow-up.
    • Support in the elaboration and further development of financial manual(s) and procedures for ERPs as well as the related recommendations for implementation.
    • Finalize the set-up, coordination and handling of the emergency response (ER) funding pool.
  • Contribute to increased emergency preparedness and resilience in MAs:
    • Support the rollout of EPREP as per the federation’s strategy 2030 implementation plan.
    • Support the implementation of EPREP procedures and trainings.
  • Participate in the development and implementation of internal standards, guidelines and policies and contribute to the elaboration of the ER Manual.
  • Consolidate and prepare communications and reports on SOS ER globally and ensure information flow to relevant stakeholders.
Requirements
  • Bachelor or Master degree in development studies, international relations, business administration, other related field or substantial proven work experience
  • Minimum 5 years of work experience in the humanitarian / development context in a multi-cluster INGO
  • At least 1 year of international humanitarian field experience in Asia, Africa or Latin America
  • Experience in financial project follow-up, budgeting, funds management (donor proposals, budgets & reporting) & development and implementation of financial standards for ER
  • Experience in Child Protection and / or Education in Emergencies would be an advantage
  • Sound knowledge in designing and implementing emergency preparedness and response activities including elements of Linking Relief Rehabilitation and Development
  • Good knowledge of international humanitarian standards, systems and context
  • Strong project management skills as well as facilitation / training skills
  • Fluent English language skills, French, Spanish and/or Arabic would be an advantage
  • Applicants must hold a valid Austrian working permit or be eligible to work within the EU
