Interreligious Dialogue Hub (IRD Hub)

ORGANISATIONAL SETTING

The primary objective of the Programme Department is to create the conditions, platforms and environment through which religious leaders and other actors, in particular policy makers, can engage in constructive dialogue, thus strengthening mutual understanding and respect with the ultimate aim to encourage them to initiate action to bring about change in the policies of religious institutions and governments, at various levels, build mechanisms to facilitate on-going dialogue and action as well as strengthen networks of committed and experienced religious leaders, and other actors in the use of interreligious (IRD) for peace and reconciliation in conflict situations in particular.

ROLE

Under the supervision of the Chief, IRD Hub and Deputy Director, and with guidance of the Senior Programme Manager, Africa and Asia, the Programme Manager sets up, designs, implements and monitors the programme in the Central African Republic.

FUNCTIONS

  • Leads the programme in terms of both substantive and operational issues ensuring optimization of resources and  nurturing a culture of results with highest performance standards;
  • Develop the necessary strategic documents concerning programme planning and implementation, such as policy papers, concept notes, etc.;
  • Supervises the Country Expert and develops, implements and monitors the implementation of the individual country strategy, including development of the work-plans and budget in accordance with the results-based framework, ensuring relevance with the KAICIID Strategic Plan;
  • Coordinates between the Country Expert and the HQ, supports the Country Expert by responding to his/her needs;
  • With the support of the Senior Programme Manager, implements and monitors all partnership agreements in the country and documents progress towards the achievement of outputs;
  • Prepares Terms of Reference (ToR) for required inputs (individual and institutional consultancy services, the procurement of goods, etc.), and ensures that all agreements are prepared, signed and executed to the expected standards in a timely manner;
  • Coordinates meetings, training sessions, conferences and public events;
  • Prepares work plans, produce timely reports – financial and progress reports – as required by KAICIID;
  • Undertakes regular travel to the country;
  • Works closely with the others in the team to develop and implement new initiatives in the country;
  • In coordination with the Monitoring and Evaluation Adviser, develops and implements monitoring and evaluation mechanism, including key performance indicators (KPI's), for the CAR programme;
  • Identifies synergies between the CAR programme and other initiatives implemented by KAICIID at the sub-regional and regional level;
  • Advises the management and the partners in case of any deviations and potential risks and initiates corrective action where necessary;
  • Ensure the participation and involvement of relevant stakeholders in programme -implementation so that the process is inclusive, participatory and transparent;
  • Maintain good cooperation and coordination between national counterparts, programme partners and other stakeholders;
  • Ensure proper coordination of the programme implementation among implementing partners and with government, civil society and other national and international representatives;
  • Ensure the development of linkages between the CAR Programme and other relevant programmes for mutually reinforcing impact;
  • Contributes to the design, implementation and monitoring of initiatives supported by KAICIID at the regional level;
  • Represent KAICIID in strategic meetings/events with partner organisations;
  • Perform other duties as requested by the supervisor.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced university degree in interreligious studies, peace and conflict resolution, sociology, human rights, refugee and migration studies, law, international relations or a similar discipline;
  • A minimum of five years’ of progressively responsible experience in programme management in a politically sensitive environment, including at the international level, preferably within an inter-governmental organization;
  • Field experience highly desirable, especially if from a conflict zone;
  • Experience with and knowledge of interreligious dialogue desirable;
  • Very good conceptual and analytical capability, ability to rapidly learn and apply new concepts;
  • Excellent interpersonal skills with ability to interact independently with religious leaders as well as with senior government officials;
  • Several years of experience in programme design and project management;
  • Excellent communication and networking skills;
  • Excellent writing skills, with analytical capacity and ability to interpret date, draw statistics from evaluations and synthesize data in preparation of quality reports;
  • Ability to organize and complete multiple tasks by establishing priorities;
  • Receptiveness to feedback, willingness to learn and embrace continuous improvement as part of change management;
  • KAICIID core values, core and managerial competencies;
  • Ability to advocate and provide policy advice;
  • Commitment to highest ethical standards and human rights.

LANGUAGES

English and French proficiency (written and spoken), knowledge of any other major languages desirable. 

TERMS OF APPOINTMENT

KAICIID offers fixed-term contracts of one year with a possibility of extension, depending on the continuing need for the position. Annual net salary for Grade 5 Step 1 is 55320 EUR. Appointments are normally made at Step 1. If eligible, housing and education allowance may also be provided. KAICIID salaries are exempt from taxation in Austria.
