OBJECTIVES OF THE PROGRAMME

The department of Information Management and Technology has an operational and strategic role. On the one hand, the department provides relevant, quality, reliable, and cost effective IT services in order for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements. The work of the department is categorized under the WHO's programme of Corporate services and enabling functions (Category 6) with specific focus on Effective management and administration established across the organization (6.4).

Global IT Operations (GIO) team provides user and system support with staff based in Kuala Lumpur. The team is composed of 4 sub-teams\: Global Service Desk, Application Development, Corporate Systems Support and Infrastructure and Shared Services. These teams empower and assist WHO staff globally to perform their functions effectively and efficiently. They also provide application development and support for technical and administrative units. Finally they monitor the infrastructure to ensure the systems are always available and initiate remedial actions in case of service failures.

DESCRIPTION OF DUTIES

- Participate in the system analysis and design phases of software development projects
- Provide engineering estimates.
- Analyze, refine and translate specifications into applications prototypes
- Develop and maintain software components, including reports supporting business functions as required
- Contribute to the implementation of re-usable systems components
- Assure the quality of developed components and adherence to common standards and framework
- Create test plans and perform testing on developed applications
- Troubleshoot / Identify cause of problems in the deployed applications / environments
- Provide and maintain technical documentation for developed applications
- Provide on-going user support, troubleshoot / identify cause of problems in the deployed applications / environments
- Ensure rigorous application of security, quality and organizational procedures and policies
- Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\:
- A first university degree in computer science, engineering, information management, or related discipline.
Desirable\:
- A Microsoft certification of MCP or MCTS, ITIL certification, PRINCE2 or another Project Management certification.

Experience

Essential\:
- At least 2 years of position-relevant experience in software engineering and application management function over a diverse set of platforms including MS SQL Server and on .NET Framework using C# and VB or at least 2 years experience of development and implementation in ServiceNow platform, VBScript, JavaScript, and Ajax, including working experience in reports development using MS Reporting Services.
Desirable\:
- Knowledge on Microsoft technology stack (MVC, EntityFramework, ASP.net).
- Knowledge on scripting language (PowerShell / Perl / PHP / VB Script).
- Knowledge of reporting tool, such as SSRS.Experience in end user support and customer relationship management.
- Practical experience in IT service delivery and IT service level management.
- Practical experience in system analysis and design, user requirements, application development lifecycle.

Skills

- Solid knowledge of software development and application support, especially in Web application.
- Excellent knowledge of client/server and WEB development tools, in particular\: .NET framework, ASP.NET. or ServiceNow.
- Solid knowledge in using World Wide Web related tools, e.g.browsers, publishing tools, IIS, etc.
- Knowledge on Web technology (CSS, JQuery, Javascript).
- Solid knowledge of database management systems, database programming tools (such as SQL, PL/SQL, MS Access), and data integration tools (such as MS DTS, SSIS).
- Knowledge of supporting Microsoft Windows Server, IIS, SQL database and / or web hosting.
- Solid Knowledge of OOAD Concepts, Web Services and software engineering best practices.
- Committed to quality and good customer orientation, good interpersonal skills, a willingness to help others.
- Excellent communication skills in a Customer Service Environment.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 100,596 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
