Organizational Setting
During its 32nd Session, the FAO Committee on Fisheries supported the proposal of the Government of Korea to establish a World Fisheries University (WFU) under the auspices of FAO and requested a feasibility study that will be used to take a final decision. A Pilot Programme has been put in place, at the end of which a report will be submitted to FAO Governing Bodies to determine the feasibility of the programme.
The Senior Project Officer will be located in Busan, Republic of Korea at the Pukyong National University that will host the WFU. The incumbent is responsible for the liaison with the Ministry of Oceans and Fisheries, Korea, representatives of Pukyong National University and other public or private national, local or international entities that have an interest in the establishment of the WFU.


Reporting Lines
The Senior Project Officer reports to the Director, Fisheries and Aquaculture Policy and Resources Division (FIA) under the overall guidance of the Assistant Director-General, Fisheries and Aquaculture Department (FI).

Technical Focus
Project and programme support, monitoring, management and reporting to partners. Outreach to stakeholders and partners

Key Results
Leadership and technical expertise for the planning, development and implementation of projects, related-products, and services, in this instance the WFU Pilot Programme between the Republic of Korea and FAO, resulting in a feasibility study to be presented to the FAO Conference in 2021. Reporting to and liaising with the parties involved in the WFU Pilot Programme.

Key Functions
• Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions;
• Coordinates programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Manages outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Advises on the development of policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
• Acts as Secretary to the WFU Pilot Programme Steering Committee. In this capacity, prepares reports every six months for submission to the Steering Committee, which will include information on results achieved, constraints, possible solutions, impact evaluation on topics such as the academic curricula, as well as administrative and financial arrangements;
• Leads the development, implementation and evaluation of the WFU Pilot Programme and the drafting of reports to the governing bodies and senior management.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in fisheries or marine affairs or related field relevant to the work of the Organization;
• Ten years of relevant experience in project/programme planning and appraisal, as well as in the development of results-based management/monitoring systems, preferably in area of work related to fisheries;
• Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is essential;
• Working knowledge of English is an asset;
• Extent and relevance of experience in a field relevant to the work of the Organization and development work and/or designing and managing projects, interacting with governments, international organizations, research institutions, civil society and the private sector;
• Depth of knowledge of FAO’s programmes and priorities is considered a strong asset;
• Extent and relevance of experience in areas related to fisheries, marine or aquaculture (e.g. fish trade, fishery products safety and quality, etc.);
• Extent and relevance of experience and skills in programme analysis, planning and implementation;
• Relevance and extent of experience in analysis and evaluation of programmes;
• Extent and relevance of experience in working with multidisciplinary teams; experience in the academic field (university/adult training institution) would be an asset;
• Level of knowledge of results-based management methods and experience in their application.
