UNOPS is the legal and administrative host of the SUN Movement Secretariat. SUN Movement Secretariat has developed as a small coordinating mechanism. It has no operational role, but seeks to link together countries and networks in the SUN Movement to ensure that support, requested in countries to intensify actions and achieve nutrition objectives, is received in a coordinated and coherent way.  It also ensures that the Movement’s progress is tracked efficiently and communicated clearly.

As part of the hosting arrangement UNOPS Geneva Office is a fund manager of the SUN Movement Pool Fund.

The Monitoring and Evaluation (M&E) Specialist will be responsible for the overall monitoring and evaluation of the Pooled Fund Grant Project. (S)he will supervisor 3 regional Monitoring and Assurance Officers and work closely with all project partners and stakeholders in all aspects relating to Monitoring and Evaluation and will be required to undertake frequent field visits (field missions will be up to 60% of the assignment).


Functional Responsibilities

Purpose and Scope of Assignment

The Monitoring and Evaluation Specialist will perform the following functions:

  • Lead the development and maintenance of a functioning monitoring, evaluation and reporting system, which will be coherent with project documents and Terms of Reference (TOR), and will generate data that allows for programme analysis and which ensures that all grantees submit timely, regular and structured monitoring reports.
  • Direct data auditing and verification, as well as programmatic spot checks, to assure internal consistency and validity of programme activity monitoring data reported by all grantees. through periodic data verification and auditing and spot check visits to grantees at all levels.
  • Maintain the M&E database; review incoming data (for quality and programmatic compliance); ensure the quality of database and that the M&E data is  readily available.
  • Review and verify M&E findings and follow-up on implementation of the recommendations.
  • Assess Grantee has capacity in M&E systems; ensure adequate feedback to/from the Grantees on data obtained from the M&E system;
  • Prepare quarterly, annual, and ad hoc programmatic progress updates for UNOPS, SUN Movement Secretariat, donors.
  • Supervise and coordinate with the review and verification of M&E finds from the Regional Monitoring and Assurance Officers.
  • Participate in the implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for Grantees
  • Assist UNOPS in the identification of potential implementation problems and bottlenecks.
  • Provide staff trainings in M&E best practices.
  • Organize field evaluations as required.
  • Advise grant selection committee and act as subject matter specialist on grant review processes
  • Participate in grant negotiations including submission of quality inputs required to ensure the grant agreement signature
  • Any other tasks assigned by supervisor to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the grants.

Monitoring and Progress Controls

●      Comprehensive and systematic documentation of all grants related documents in compliance with project agreements,applicable financial rules and regulations, and record retention policy 

●      Comprehensive documentation of all documents related to travel

●      The incumbent will participate in weekly team meeting calls to report on progress relevant to the team, share objectives for the following week, highlight milestones and identify areas of collaboration

●      The incumbent will define his/her own performance indicators responding to the priorities identified with his / her supervisor.



Education

  • Master’s degree preferably in Monitoring & Evaluation, Nutrition, Public Health, Epidemiology, Statistics, Evaluation, Project Management, Social science, Management information systems, Public administration, Business administrations, Development Studies, Economics or other relevant field
  • A Bachelor’s Degree with a relevant combination of academic qualifications and two years of additional experience relevant to the above duties and responsibilities may be accepted in lieu of the master’s university degree.

Experience

  • A minimum of 5 years of experience in programme or project monitoring and evaluation or project / programme management of humanitarian projects and/or programmes or A Bachelor’s Degree in same disciplines with 7 years of similar experience may be considered as equivalent. 
  • Prior experience working with donors or multi-donor funds is desirable.
  • Work experience in South East Asia and East and West Africa region is desirable.

Languages

  • Fluent oral and spoken English is required. 
  • Knowledge of French is highly desirable 
  • Knowledge of Spanish is an asset
