Regional Monitoring and Evaluation Advisor - International Office Region West and Central Africa (f/m)

Location: Dakar/Senegal

SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation, we support children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for the rights of children and young people, in alliance with a great diversity of partners. We work in 136 countries and territories, reaching over one million children, young people, families and caregivers each year. To support us with this important responsibility we are now looking for a committed:

Regional Monitoring and Evaluation Advisor -  International Office Region West and Central Africa (f/m)
Location: Dakar (with between 20 or 30% field travel)

Tasks and Responsibilities

Under the leadership of the Program Development Director, the Regional Monitoring and Evaluation Advisor is responsible for:

  • Leading the development of M&E systems and provide technical assistance to national associations on their implementation
  • Steering and monitoring Result Based Management implementation within the region
  • Supporting the use of results for strategic planning and decision-making of regional management and other relevant GSC co-workers
  • Leading regional research initiatives on vulnerable children
  • Ensuring completeness and high data quality in regional programme databases
  • Supporting external evaluations and the implementation of self-evaluations
  • Leading the development of monitoring and evaluation frameworks, tools with a focus on programmes, which allow them to generate information, analysis and relevant knowledge for timely and efficient decision making linked to the Children’s Village Programme Policy
  • Leading capacity building on M&E and RBM on different units or levels of the organization
  • Working closely with other units to strengthen the overall M&E system and to allow M&E to focus on use and analysis of data.
Requirements
  • Professional degree in social or economic disciplines. Preferably with post graduate monitoring, evaluation and / or social research
  • At least 5 years’ work experience in the area of monitoring and evaluation of social and / or social research
  • Expertise in implementing M&E systems and Result Based Management
  • Experience using an array of statistical, analytical, database and other standard software (e.g. SPSS, STATA, Minitab, STATISTICA, SAS, R, MS Excel)
  • Minimum 6 years of NGO experience (particularly in West & Central Africa)
  • Knowledge of social development issues, such as child protection, education, community/programme development, community health, child and youth development or related field
  • Ability to travel internationally within the region at short notice
  • Strong understanding of technical aspects of Program Management activities
  • Good knowledge of Microsoft Office with high level in the use of Power Point and Excel
  • Good communication and diplomacy skills
  • Excellent knowledge (written and spoken) of French and English (Portuguese and/or Spanish a plus)
  • Demonstrable experience and capability to manage projects autonomously
  • Ability to establish strong working relationships with local and international other stakeholders
  • Ability to work virtually in a multicultural environment and to handle change
